June 13, 2016
Roll call showed the following members present for the meeting on this date at 6:30 p.m. Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Assistant Village Administrator Dicke and Fiscal Officer Gast.
Visitors were Kris, Heather and Paige Kuck, Brandon Poddany representing AMP, Mike Hibner, Matt Krieg, Ben Krieg, Rob Fleming, Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.
Minutes from the May 23 meeting were approved with a motion by Parker. Second by Schwartz. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Reported fines, fees and forfeitures for May in the amount of $549.00.
- Announced On the Beach will perform on June 19 at the Summer Concert Series.
- Thanked everyone who helped get the pool and splash pad back in operation. Rob Fleming thanked Council for taking immediate action to get the pool open as quickly as possible.
- Told Council that Magistrate Robert Kehoe will be retiring Aug. 1, 2016.
- Assistant Village Administrator Dicke updated Council on various projects within the Village.
Council discussed solutions to fix the splash pad at Komminsk Legacy Park. The splash pad is still not draining properly. Mayor Pape plans to schedule a meeting with all parties involved in the construction. Councilor Parker wants to make sure the Village does not sign off on the project until everything is 100%.
Brandon Poddany, Manager of Marketing/Member Relations for AMP, presented the Lyle B. Wright Scholarship check to Paige Kuck. Poddany updated Council on Paige’s accomplishments and congratulated her and the Village of New Bremen for being a scholarship recipient.
Kuck made a motion, seconded by Burnell to give approval to proceed with the Police/EMS building plans with Garmann Miller. The location will be on the north side of the parking lot behind the Municipal Center. All ayes.
Parker made a motion, seconded by Kronenberger authorizing $20,000 for tree replacement to be paid from the Tree Commission Fund. All ayes.
Kronenberger made a motion to suspend the rule. Second by Kuck. All ayes. RESOLUTION 2016-6-35 authorizing the purchase of a Vermeer VX50-500 vacuum excavator through the State Purchasing Program at a cost not to exceed $71,525.00. Motion by Parker. Second by Richter. All ayes.
Council expressed concern after learning German township trustees do not intend to seek a new levy to increase funding for New Bremen EMS emergency medical services. Originally the Township and Village residents paid the same rate for the services at 1.25 mills. Township officials had already submitted a 1.25 mill levy renewal issue by the time Village Officials decided to seek an increase. Council expected the Township would increase to 2.0 mills on the next voting cycle which would be this coming November. The Mayor and Safety Committee get together with the Township to determine their intentions.
Third reading RESOLUTION 2016-5-28 amending Resolution 2015-7-34 and authorizing an additional $35,328.68 to Garmann Miller for architectural fees for the Parks building. Motion by Kuck. Second by Kronenberger. All ayes.
Third reading RESOLUTION 2016-5-29 amending Resolution 2015-7-35 and authorizing an additional $49,560.73 to Garmann Miller for architectural fees for the Public Works building. Motion by Parker. Second by Kronenberger. All ayes.
Third reading RESOLUTION 2016-5-30 authorizing the purchase of three (3) pickup trucks through the State Purchasing Program. Kronenberger made a motion to amend the purchase to one 2016 Chevrolet Silverado at a cost of $ 31,083.50. Second by Burnell. All ayes. Kronenberger made to have the third reading as amended. Second by Schwartz. All ayes.
First reading RESOLUTION 2016-6-36 authorizing the purchase of a gator. Details will be presented at the next meeting. Motion by Kuck. Second by Kronenberger. All ayes.
Third reading ORDINANCE 2016-5-14 amending the Payroll Ordinance by increasing the Village Administrator pay classification. Each Pay Step A – G will be increased by $2.62 effective August 2016. Motion by Burnell. Second by Parker. All ayes.
Second reading ORDINANCE 2016-5-15 rescinding Ordinances 2016-4-11, 2016-4-12 and 2016-4-13 providing for the issuance not to exceed $2,250,000 Public Works, $1,500,000 Police/EMS buildings bond anticipation notes in anticipation of the issuance of bonds for the purpose of constructing a Public Works and Police/EMS buildings and related improvements and the consolidation of both notes. Motion by Parker. Second by Schwartz. All ayes.
Second reading RESOLUTION 2016-5-34 amending Resolution 2014-7-30 by increasing Change Order #1 to Ohio Department of Transportation in the amount of $623.24 bringing the total change order to $12,314.36 to be paid from the Income Tax Fund. Motion by Kuck. Second by Parker. All ayes.
First reading RESOLUTION 2016-6-37 authorizing the Village Administrator to seek bids for a new refuse contract coming due July 31, 2016. Council would like to visit other options in addition to the bag system. Motion by Kuck. Second by Parker. All ayes.
First reading RESOLUTION 2016-6-38 authorizing Change Order #1 to PAB Construction in the amount of $18,319.00. The change is for street lights, storm sewer repair and conduit for the Circle Drive Reconstruction Project. Motion by Kronenberger. Second by Richter. Five ayes. Schwartz abstained.
Schwartz made a motion, seconded by Kuck to enter into Executive Session at 7:55 p.m. to discuss litigation.
Council came out of Executive Session at 8:45 p.m. and took no action. Adjournment followed with a motion by Schwartz. Second by Kuck. All ayes.
