Roll call showed the following members present for the meeting on this date at 6:30 p.m. Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.
Visitors were Allan Heitbrink, Mitch Thobe, David Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.
Minutes from the April 28 meeting were approved with a motion by Burnell. Second by Parker. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Attended the Small Government Meeting in Columbus.
- Reported fines, fees and forfeitures for the month of April in the amount of $871.00.
- Announced that Paige Kuck received the AMP Scholarship Award.
- Village Administrator York updated Council on various projects within the Village.
Third reading RESOLUTION 2016-4-24 authorizing $25,000 to Choice One Engineering for additional engineering services. Motion by Schwartz. Second by Parker. All ayes.
Third reading RESOLUTION 2016-4-25 authorizing Change Order #3 for Muhlenkamp Building Corp. in the amount of $5,269 for added toilet accessories, changing restroom exhaust from exposed dampers to above ceiling with round duct and round motorized dampers and door hardware from Satin to Dark Bronze. Motion by Kuck. Second by Richter. All ayes.
First reading RESOLUTION 2016-5-27 entering into a contract with the New Bremen Emergency Squad, Inc. for the rendition of emergency medical technician-paramedic services. The contract is for one year and the amount is $78,000 payable in three installments of $26,000 on June 15, September 1 and December 1. Council also discussed if German Township was going to place a levy on the ballot to catch up with the Village. Administrator York will talk to the Township. Motion by Kronenberger. Second by Richter. Five ayes. Parker abstained.
First reading RESOLUTION 2016-5-28 authorizing an additional $35,328.68 to Garmann Miller for architectural fees for the Parks building. Motion by Kuck. Second by Kronenberger. All ayes.
First reading RESOLUTION 2016-5-29 authorizing an additional $49,560.73 to Garmann Miller for architectural fees for the Public Works building. Motion by Parker. Second by Burnell. All ayes.
First reading RESOLUTION 2016-5-30 authorizing the purchase of three (3) pickup trucks through the State Purchasing Program for the Electric, Public Works and Parks Departments at a cost not to exceed $31,000 each. Motion by Parker. Second by Richter. All ayes.
Council gave a voice vote to authorize Administrator York to purchase a zero turn radius mower ($13,000), a Dodge Charger for the New Bremen Police department ($25,000), a tractor for the Parks Department ($23,000) and a retaining wall that will be installed on Jefferson Street directly opposite the Swimming Pool ($25,000).
First reading 2016-5-14 amending the Payroll Ordinance by increasing the Village Administrator pay classification. Each Pay Step A – G will be increased by $2.62 effective August 2016. Motion by Parker. Second by Kronenberger. All ayes.
Kuck made a motion to enter into Executive Session at 7:30 p.m. to discuss personnel. Second by Burnell. All ayes.
Council came out of Executive Session at 8:30 p.m. and took the following action. Authorized back pay for Wayne Gruebmeyer at $12.00 per hour. His pay has been corrected from $8.10 to $12.00 per hour and will be compensated for the discrepancy. Motion by Kuck. Second by Richter. All ayes.
Schwartz made a motion to adjourn at 8:34 p.m. Second by Kronenberger. All ayes.
