May 26, 2015 




Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Mayor Pape was excused with a motion by Schwartz and President of Council Kuck conducted the meeting.  Second by Kronenberger.  All ayes.  Also present were Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.


Visitors were Mike Hibner, Kathy Manbeck, Renee Paul, John Freytag, Andrew Wilson representing The Evening Leader and David Giesige representing The Daily Standard.


Minutes from the May11 meeting were approved with a motion by Hoffman.    Second by Parker.  All ayes.


Parker made a motion to approve a total expenditure for the month of May in the amount of $922,748.04.  Second by Kronenberger.  All ayes.


President of Council Kuck made the following announcements:

  • Reported fines, fees and forfeitures for the month of April in the amount of $3272.00.
  • Village Administrator York updated Council on various projects within the Village.


Kathy Manbeck and Renee Paul presented a donation of 20 light pole banners from the TLC Chapter of the Ohio Child Conservation League.  The banners will have New Bremen School colors and Home of the Cardinals written on them.  Council thanked the club for the donation.


The third reading RESOLUTION 2015-4-19 levying taxes for a period of five years beginning with the 2016 tax year at the rate of 2 mills on each dollar of the tax valuation of the taxable property within the Village in excess of the rate authorized by said 5705.02 O.R.C. for providing the Village of New Bremen with ambulance service and emergency medical services remained tabled.


Second reading RESOLUTION 2015-5-25 authorizing a donation of $6000 to Swim and Dive Team to help pay expenses for coaches etc.  Motion by Burnell.  Second by Parker.  All ayes.


RESOLUTION 2015-5-26 accepting all bids for the construction of the Komminsk Legacy Park and awarding the bid to H.A. Dorsten, Minster, Ohio as the lowest bidder with a bid of $768,889.  The engineering estimate is $798,000.  H.A. Dorsten plans to start the project June 15 with completion November 30.  Motion by Kuck.  Second by Kronenberger.  All ayes.


Resolution 2015-5-27 accepting all bids for surplus vehicles and equipment and awarding the bids as follows:  Leaf machine – $878.88 Metro-West Wholesale, St. Louis; 2001 Dodge Ram pickup with plow - $2817.00 Herb Lane, Lima, Ohio; 1997 Ford pickup with plow – Jeff Bertke, New Bremen, Ohio; 2002 Ford pickup - $400.00 Jake Scheer, New Bremen.  Motion by Burnell.  Second by Parker.  Five ayes.  Hoffman abstained.




Burnell made a motion to enter into Executive Session at 7:04 p.m. to discuss personnel.  Second by Schwartz.  All ayes.


Council came out of Executive Session at 7:46 p.m. and took no action.  Adjournment followed with a motion by Schwartz.  Second by Kronenberger.  All ayes.
