Roll call showed the following members present on this date at 6:30 p.m. Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner and Fiscal Officer Gast.
Visitors were Matt Krieg, David Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.
Minutes from the February 23 meeting were approved with a motion by Parker. Second by Hoffman. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Reported fines, fees and forfeitures for the month of Feb. in the amount of $758.00.
- Informed Council the Parks Dept. was in the process of scheduling the summer concert series.
Third reading RESOLUTION 2015-2-7 entering into a contract with the New Bremen Emergency Squad, Inc. for the rendition of emergency medical technician-paramedic services. The contract is for one year and the amount is $78,000 payable in three installments of $26,000 on June 15, September 1 and December 1. Council also authorized the one payment of $3000 for excess monies at the end of year 2014. Motion by Kuck. Second by Kronenberger. Five ayes. Parker abstained.
Second reading RESOLUTION 2015-2-13 authorizing the purchase of a vehicle for the Administration and Police use. Details about the vehicle will be presented at the next meeting. Motion by Burnell. Second by Parker. All ayes.
Schwartz made a motion to suspend the rule. Second by Burnell. All ayes. ORDINANCE 2015-3-5 amending the appropriation ordinance by transferring $90,000 from the Income Tax Fund to the Parks and Recreation Fund. Motion by Parker. Second by Hoffman. All ayes.
First reading ORDINANCE 2015-3-6 amending the payroll ordinance by promoting a part time officer to a full time position to account for employee experience and difficulty covering shifts. Motion by Kuck. Second by Kronenberger. All ayes.
First reading ORDINANCE 2015-3-7 amending the payroll ordinance by changing the classification name of Assistant Superintendent of Electric to Senior Lineman. Employees in this position must have a minimum of 15 years with the Village Electric Department. Motion by Burnell. Second by Kuck. All ayes.
Council briefly discussed the levy language to be placed on the ballad in November for the New Bremen Emergency Squad and tabled any action until later.
First reading RESOLUTION 2015-3-15 authorizing the Village Administrator to seek bids for the Lions Park Improvement Project. Motion by Parker. Second by Hoffman. All ayes.
First reading RESOLUTION 2015-3-16 authorizing the Village Administrator to seek bids for restrooms for the Lions Park Improvement Project. The cost of the restrooms not to exceed $300,000. Motion by Schwartz. Second by Kuck. All ayes.
Council had no objections to the Notice to Legislative Authority concerning the transfer of a liquor license from La Piazza New Bremen Inc. to Seventeen West Monroe LLC.
Kuck made a motion to suspend the rule. Second by Schwartz. All ayes. ORDINANCE 2015-3-8 approving a resolution to proceed with the Washington and First Streets Project. The engineering estimate for the project is $553,000. Total cost of the project with alternates is $622,100. Motion by Hoffman. Second by Parker. All ayes.
