Roll call showed the following members present on this date at 6:30 p.m. Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Village Administrator York, Chief of Police Skinner and Fiscal Officer Gast.
Visitors were Matt Krieg, David Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.
Minutes from the February 9 meeting were approved with a motion by Parker. Second by Kronenberger. All ayes.
Parker made a motion to approve a total expenditure for the month of $1,258,898.18. Second by Burnell. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Reported the easements for the raw water line are almost complete.
- Village Administrator York updated Councilors on various projects within the Village.
Mandy Niekamp, Garmann Miller Architects, gave a presentation on the second draft of the Facilities Study including opinion of costs for review.
Council briefly discussed a water line to the dog park. It was decided to bore under White Mountain Dr. while doing an upcoming project.
Third reading ORDINANCE 2015-1-3 naming Riebel Drive as the name of the un-named street in the Bunker Hill Industrial Park between VisionMark and Fastenal. Motion by Kuck. Second by Burnell. All ayes.
Kuck made a motion to suspend the rule. Second by Burnell. All ayes. ORDINANCE 2015-2-4 authorizing a Stop sign on Riebel Dr. at White Mountain Dr. Motion by Schwartz. Second by Parker. All ayes.
Second reading RESOLUTION 2015-2-7 entering into a contract with the New Bremen Emergency Squad, Inc. for the rendition of emergency medical technician-paramedic services. The contract is for one year and the amount is $78,000 payable in three installments of $26,000 on June 15, September 1 and December 1. Motion by Kronenberger. Second by Kuck. Five ayes. Parker abstained.
RESOLUTION 2015-2-10 accepting all bids and awarding the bid for two police cruisers that were auctioned by sealed bids. Chicago Motors, Inc. bought both vehicles with bids of $1,807 and $607. Motion by Kuck. Second by Schwartz. All ayes.
RESOLUTION 2015-2-11 accepting all bids and awarding the bid for 1999 Honda that was impounded by the Village and auctioned by sealed bids. Barry and Rhonda Gill, Sidney, Ohio bought the vehicle for $500.01. Motion by Kuck. Second by Hoffman. All ayes.
Parker made a motion to suspend the rule. Second by Burnell. All ayes. RESOLUTION 2015-2-9 authorizing the Village of New Bremen to enter into an agreement with Matthew Gray Palmer Fine Arts LLC, Friday Harbor, Washington to create and deliver four sculptures of lions at a cost of $65,000. The lions will be paid for by Dianne Komminsk as part of the Lions Park Renovation Project scheduled to begin in the spring of 2015. Motion by Hoffman. Second by Schwartz. All ayes.
Kuck made a motion to suspend the rule. Second by Hoffman. All ayes. RESOLUTION 2015-2-12 authorizing the purchase of a 2015 Dodge Ram flatbed truck for 26,976.50 from Bud’s Chrysler Dodge Jeep Ram, Celina, Ohio. The cost of the truck will be paid for from the Sewer Fund. Motion by Parker. Second by Burnell. All ayes.
First reading RESOLUTION 2015-2-13 authorizing the purchase of a vehicle for the Administration and Police use. Details about the vehicle will be presented at the next meeting. Motion by Parker. Second by Schwartz. All ayes.
Parker gave a brief update concerning the budget figures.
Kuck made a motion to suspend the rule. Second by Burnell. All ayes. RESOLUTION 2015-2-14 authorizing the purchase of a CAT 305E Mini Hydraulic Excavator. The cost of the excavator is $69,856.00 and 50% will be paid from the Electric Fund and 50% will be paid from the Income Tax Fund. Motion by Hoffman. Second by Parker. All ayes.
Schwartz made a motion to enter into Executive Session at 8:25 p.m. to discuss personnel. Second by Burnell. All ayes.
Council came out of Executive Session at 9:30 p.m. and took no action. Adjournment followed.
