Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Wills, Schwartz, Hoffman, Kuck and Stienecker.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.
Visitors were Conner Stienecker, Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.
Minutes from the June 25 and June 27 meetings were approved with a motion by Schwartz.  Second by Hoffman.  All ayes.
Mayor Pape made the following announcements in the Mayor’s Report:
- Gave an update on the GOBA activities and read a letter from a cyclist commending New Bremen for grand hospitality.
- Reported fines, fees and forfeitures in the amount of $640.00.
- Received a letter from Vectren requesting the extension of the Distribution Replacement Rider designed to fund replacement of certain pipelines to improve system reliability.
- Announced the 92nd Firemen’s Picnic will by July 27.
- Announced the Village will be smoke testing sewer lines July 15 – July 19.
- Changed time of the next Council Meeting on July 23 to 5:30 p.m.
- Announced Fishing Derby will be July 23 from 7:00 – 8:30 p.m.
- Village Administrator York updated Councilors on various projects within the Village.
Second reading ORDINANCE 2013-6-17 approving the proposed rezoning of lots at 1, 5, 9 and 15 S. Walnut Street from R-2 Residential to C-1 Commercial at the request of Crown Equipment Corporation.  Crown plans an addition to the former Schrolucke house at 1 S. Walnut and wants to combine the lots.  The lots south of the property are already zoned C-1 Commercial.  Action on a plat revision will take place later.  Motion by Wills. Second by Stienecker. All ayes.
First reading ORDINANCE 2013-7-18 approving the request from Crown Equipment Corporation to vacate the alley between Main and Water Streets south of Monroe Street.  Motion by Wills. Second by Kuck. All ayes.
Kuck made a motion to suspend the rule.  Second by Burnell.  All ayes.  ORDINANCE 2013-7-19 amending the 2013 Appropriation Ordinance by transferring $600,000 from the Income Tax Fund as follows:  $350,000 to the General Fund; $125,000 to the Street Construction Fund; $75,000 to the Park and Recreation Fund; $50,000 to the Swimming Pool Fund.  Motion by Stienecker. Second by Schwartz. All ayes.
Hoffman made a motion to enter into Executive Session at 7:05 p.m. to discuss real estate. 
Council came out of Executive Session at 7:50 p.m.  Adjournment followed with a motion by Schwartz. Second by Hoffman. All ayes.
