Roll call showed the following members present on this date at 6:00 p.m.  Burnell, Schwartz, Hoffman, Kuck and Stienecker.  Wills was excused with a motion by Schwartz.  Second by Stienecker.  Five ayes.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

Visitors were Angela Hamberg, Chuck Meyer, Peg Henschen, Margie Wuebker representing TheDaily Standard and Meredith Enkoff representing The Evening Leader.

Minutes from the July 9 meeting were approved with a motion by Hoffman.  Second by Kuck. Five ayes.

Burnell made a motion to approve the total expenditure for the month of $924,130.44.  Second by Kuck.  Five ayes.

Mayor Pape made the following announcements in the Mayor’s Report:

- Announced the 92nd Firemen’s Picnic will be July 27.

- Announced Fishing Derby will be July 23 from 7:00 – 8:30 p.m.

- Received a letter from the Ohio Dept. of Natural Resources concerning the old tennis courts behind the Middle School. Village Administrator York will respond to the request.

- Village Administrator York updated Councilors on various projects within the Village.

Second reading ORDINANCE 2013-7-18 approving the request from Crown Equipment Corporation to vacate the alley between Main and Water Streets south of Monroe Street.  Solicitor Smith informed Council that the Village would need a survey before the third reading.  Motion by Kuck. Second by Schwartz.  Five ayes.

First reading ORDINANCE 2013-7-20 amending the zoning map for rezoning lots on S. Main and Water Streets from R-2 Residential to C-1 Commercial proposed by Crown Equipment Corporation.  Motion by Kuck.  Second by Burnell.  Fives ayes.

Village Administrator York announced the bids for the Walnut Street Resurfacing Project. RESOLUTION 2013-7-23 accepting all bids and awarding the bid to the lowest bidder Buehler Asphalt Paving, St. Marys, Ohio.  Base bid - $118,634.85; Alt. A - $16,121.10; Alt. B - $40,122.20; Alt. C - $58,717.10; Alt. D - $41,715.00; Total - $275,310.25.  Motion by Burnell. Second by Schwartz.  Five ayes.

First reading RESOLUTION 2013-7-24 entering into an Agreement for Professional Services with Choice One Engineering for general engineering services.  Motion by Kuck.  Second by Stienecker. Five ayes.

Third reading ORDINANCE 2013-6-17 approving the proposed rezoning of lots at 1, 5, 9 and 15 S. Walnut Street from R-2 Residential to C-1 Commercial at the request of Crown Equipment Corporation.  Action on a plat revision will take place later.  Motion by Schwartz.  Second by Hoffman.  Five ayes.

Burnell made a motion to enter into Executive Session at 6:50 p.m. to discuss real estate. Second by Stienecker.  Five ayes. 

Council came out of Executive Session at 7:10 p.m.  Adjournment followed with a motion by Schwartz.  Second by Hoffman.  Five ayes.
