Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Wills, Schwartz, Hoffman, Kuck and Stienecker.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, and Fiscal Officer Gast.

Visitors were Ben Krieg, Chuck Meyer, Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.

Minutes from the July 23 meeting were approved with a motion by Kuck.  Second by Schwartz. All ayes.

Mayor Pape made the following announcements in the Mayor’s Report:

- Reported Fishing Derby and Bremenfest were very successful.

- Announced Pumpkinfest will be held on Sept. 28-29.

- Distributed Longevity Awards to Dustin Weikert, Elaine Lampert and Greg Dennings.

- Reported fines, fees and forfeitures for the month of $2578.

- Burnell reported the ceremony on Harrod’s Way for retired chief Doug Harrod was very nicely done.

The third reading ORDINANCE 2013-7-18 approving the request from Crown Equipment Corporation to vacate the alley between Main and Water Streets south of Monroe Street was tabled with a motion by Wills and seconded by Schwartz.  All ayes.  Solicitor Smith informed Council that the Village would need a survey before the third reading.

Second reading ORDINANCE 2013-7-20 amending the zoning map for rezoning lots on S. Main and S. Water (extension) Streets from R-2 Residential to C-1 Commercial proposed by Crown Equipment Corporation.  Motion by Burnell.  Second by Wills.  All ayes.

Second reading RESOLUTION 2013-7-24 entering into an Agreement for Professional Services with Choice One Engineering for general engineering services.  Motion by Hoffman.  Second by Stienecker.  All ayes.

Council discussed a Resolution of Intent for the Walnut Street Resurfacing Project and needed more information from Village Administrator York.  Council also discussed the payback options for the 0% loans to the Ohio Public Works Commission and found the amortization schedules for the loans to be in order.

Kuck made a motion to suspend the rule.  Second by Burnell.  All ayes.  RESOLUTION 2013-8-25 authorizing the Village to seek sealed bids for surplus and impounded vehicles.  The make and models are on file at the Village Office.  Motion by Kuck.  Second by Burnell.  All ayes.

Burnell made a motion to suspend the rule.  Second by Stienecker.  All ayes.  RESOLUTION 2013-8-26 authorizing the purchase of a 2014 F-350 service truck from Reineke Ford for $24,970 and an Astoria service body from Kalida Truck Equipment for $19,233.  Council decided against the State Purchasing Program because the price was $1,113 higher in that program.  Motion by Wills. Second by Hoffman.  All ayes.

First reading ORDINANCE 2013-8-21 authorizing a $25,000 spending limit for the Village Administrator.  Motion by Hoffman.  Second by Kuck.  All ayes.

Schwartz made a motion to adjourn at 7:35 p.m.  Second by Hoffman.  All ayes.
