Roll call showed the following members present for the special meeting held this date at 6:00 p.m.  Burnell, Wills, Schwartz, Hoffman, Kuck and Stienecker.  Also present were Mayor Pape, Village Administrator York and Police Chief Harrod.

Visitors were John Courtney representing Courtney & Associates, Beth Lipton representing TheEvening Leader and Margie Weubker representing The Daily Standard.

The meeting was called so that Courtney and Associates could present to Council their conclusions and recommendations from the 2012 Electric Rate and Cost of Service Study they preformed for the Village of New Bremen.  John Courtney explained the power supply costs represent more than two thirds of the cost of providing service. The large power class is subsidizing the residential, commercial-non-demand and government classes. Future rate adjustments should move the revenue distribution towards the cost of service results.

(Councilor Wills left the meeting at 7:41 p.m. and returned at 8:03 p.m.)

Their conclusions are current rates and charges are not consistent with the cost of service results.  The service charges are too low and tail-block energy rates are too low.  Demand rate fluctuates drastically and is difficult to predict.  The power supply cost adjustment formula is complicated and fluctuates from month to month.

Their proposed rate modifications are as follows:

- roll the projected PCA into the base energy rates

- increase service charges for all rates based on cost of service results

- consolidate energy blocks for residential and commercial=non-demand rates

- increase residential and commercial-non-demand rates to reflect the cost of service results

- eliminate the government rate and “grandfather” the commercial-non-demand rate

- implement base demand and energy rates for commercial-demand and large power rates

- implement a new power supply cost adjustment (PSCA) based on a rolling 3-month average power supply costs.

- implement a charge of $100 for all new electric connections 

First reading ORDINANCE 2012-10-13 authorizing the proposed rate modifications as presented by Courtney & Associates (see attachments).  Motion by Kuck, second by Schwartz.  All ayes.

Council discussed the present policy for police and fire escorts within the Village of New Bremen. Currently escorts will be considered for the following events: MAC Champions in any sport, State qualifiers in any activity and State Champions in any sport.  All requests for police or fire escorts must be made at least two days prior to the day of the tentative escort.  Final approval will be made by the Police Chief and Fire Chief.  The policy will remain as is and the Fire Chief and Police Chief will make the decision for all other requests.
