Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman and Kronenberger.  Kuck was excused with a motion by Parker.  Second by Kronenberger.  Five ayes.  Also present were Mayor Pape, Solicitor Smith, Village Administrator York, Chief of Police Skinner and Fiscal Officer Gast.
 
Visitors were Mandy Niekampand Meredith Enkoff representing The Evening Leader.
 
Minutes from the August 25 meeting were approved with a motion by Parker.  Second by Hoffman.  Five ayes.
 
Mayor Pape made the following announcements in his Mayor’s Report:
·         Informed Council there may be State funding for a Canal study from Ft. Loramie to Delphos.  Details at a later date.
·         Announced Pumpkinfest will be Sept. 26 and 27.
·         Reported fines, fees and forfeitures for the month of $627.00.
 
Mandy Niekamp, representing Garmann Miller presented a study scope of their contract to conduct a facilities study to explore the needs of the Village.  The study consisted of a needs assessment, existing structures and interviews with Administration and employees.  Suggestions were made and further studies were approved.  Schwartz made a motion to suspend the rule.  Second by Burnell.  Five ayes.  RESOLUTION 2014-9-46 amending Resolution 2014-3-13 authorizing additional study services in an amount not to exceed $10,000.  Motion by Kronenberger.  Second by Burnell.  Five ayes.
 
Third reading RESOLUTION 2014-8-38 declaring the official intent and reasonable expectation of the Village of New Bremen on behalf of the State of Ohio to reimburse its Income Tax Fund for the Cherry St. Water Main Project Phase I Project No. CM14R with the proceeds of tax exempt debt of the State of Ohio.  Motion by Kronenberger.  Second by Hoffman.  Five ayes.
 
Third reading RESOLUTION 2014-8-39 declaring the official intent and reasonable expectation of the Village of New Bremen on behalf of the State of Ohio to reimburse its Income Tax Fund for the Reconstruction First & Washington Streets Project No. CM03R with the proceeds of tax exempt debt of the State of Ohio.  Motion by Hoffman.  Second by Parker.  Five ayes.
 
Second reading RESOLUTION 2014-8-43 authorization for financial assistance from First National Bank for the Well Field Project.  The loan amount is up to $750,000 for seven years at a fixed rate of 2.84%.  First National Bank extended the loan bid with the same rates for another 30 days.  Motion by Parker.  Second by Kronenberger.  Five ayes.
 
Kronenberger made a motion to suspend the rule.  Second by Burnell.  Five ayes.  Second and third readings RESOLUTION 2014-8-44 authorizing the Village Administrator to seek bids for 12 inch water main pipe and fittings for approximately 2.8 miles in conjunction with the well field project.  Motion by Hoffman.  Second by Schwartz.  Five ayes.
 
Second reading RESOLUTION 2014-8-45 authorizing drainage improvements to the water tower located on Monroe Street.  The total cost not to exceed $50,000.  Motion by Schwartz.  Second by Kronenberger.  Five ayes.
  
First reading ORDINANCE 2014-9-19 amending Income Tax Ordinance 1973-4-14 by authorizing mandatory filing with Form 1040 attached and adding additional fees for late filing.  Joy Bond, Income Tax Commissioner from St. Marys will attend the next Council meeting to answer questions concerning the amendments.  Motion by Parker.  Second by Kronenberger.  Five ayes.
 
Council discussed the bid tabulations for the 2014 Street Resurfacing Project.  Village Administrator York explained the options and costs of the alternate bids and made suggestions.  Parker made a motion to table awarding the bid until Council had a chance to take a look at the condition of the streets.  Second by Schwartz.  Five ayes.
 
First reading RESOLUTION 2014-9-47 authorizing Homan and Stucke to build a transformer dike at the Electric Department at a cost not to exceed $29,442.  Motion by Schwartz.  Second by Burnell.  Five ayes.
 
Burnell made a motion to suspend the rule.  Second by Kronenberger.  Five ayes.  ORDINANCE 2014-9-20 amending the Appropriation Ordinance 2014-1-1 by transferring $50,000 from the Income Tax Fund to the Parks and Recreation Fund for operating projects including ball fields #3 and #4.  Motion by Kronenberger.  Second by Schwarz.  Five ayes.
