Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger.  Also present were Solicitor Smith, Chief of Police Skinner, Village Administrator Dicke and Fiscal Officer Gast.

 

Visitors were First Sergeant Brad Pyles, Jerry McClannan, Jeff Elking representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the September 12 meeting were approved with a motion by Parker.  Second by Richter.  All ayes.

 

Schwartz made a motion to approve a total expenditure for the month of $1,206,802.74.  Second by Kronenberger.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Thanked Councilor Richter for his involvement with the splash pad issue.
  • Discussed caulking around mosaic at Komminsk Legacy Park. 
  • Announced longevity awards to Chief Skinner for 15 years of service, Sergeant Pyles 25 years, Steve Bushman 10 years, Robert Moeller 40 years, Tim Garman 40 years and Steve Bornhorst 15 years.
  • Announced Trick or Treat set for Oct. 27 from 6:30-8:00 p.m. and Cider Time on Oct. 30 starting at 1:00 p.m.
  • Thanked the Pumpkinfest committee for a successful festival.
  • Village Administrator Dicke updated Council on various projects within the Village.

 

Second reading ORDINANCE 2016-9-23 appointing Bradley Pyles as First Sergeant at classification G-30 at a rate of $27.74 effective immediately.  Parker informed Council that the Village would not experience any cost increase.  Pyles has been employed with the Village for over 25 years.  Motion by Schwartz.  Second by Richter.  All ayes.  Council discussed policy changes for future retire/rehire employees but no action was taken at this time. 

 

Kuck made a motion to suspend the rule.  Second by Burnell.  All ayes.  Second and third readings RESOLUTION 2016-9-57 authorizing the Village Administrator to spend up to $40,000 for crack and sealing various streets within the Village.  Motion by Parker.  Second by Burnell.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Schwartz.  All ayes.  RESOLUTION 2016-9-59 authorizing Change Order #1 to Milligan Construction for the Komminsk Drive Project in the amount $12,393.  The cost is for underdrains at $9.00 per foot.  Motion by Schwartz.  Second by Parker.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Kuck.  All ayes.  RESOLUTION 2016-9-60 authorizing the Village Administrator to purchase a Caterpillar 420F2 backhoe for $57,236 (with trade in) from Ohio Cat, Troy, Ohio, through the State Purchasing Program.  Motion by Richter.  Second by Schwartz.  All ayes.

 

 

First reading RESOLUTION 2016-9-60 authorizing the Village Administrator to purchase a Tool Cat 5600 G-Series for $28,691.25 (with trade in) from Bob Cat, Lima, Ohio, through the State Purchasing Program.  Motion by Schwartz.  Second by Kuck.  All ayes.

 

Parker made a motion to enter into Executive Session at 7:23 p.m.  Second by Burnell.  All ayes.

 

Council came out of Executive Session at 8:18 p.m. and took no action.  Adjournment followed with a motion by Schwartz.  Second by Kronenberger.  All ayes.
