Roll call showed the following members present on this date. Burnell, Wills, Schwartz and Hoffman. Stienecker was excused with a motion by Wills and seconded by Hoffman. Five ayes. Also present were Mayor Pape, Solicitor Smith, Village Administrator York and Fiscal Officer Gast.

Minutes from the Sept. 11 meeting were approved with a motion by Burnell. Second by Schwartz. Five ayes.
Wills made a motion to approve a total expenditure for the month of $609,317.22. Second by Burnell. Five ayes.
Mayor Pape made the following announcements in the Mayor’s Report:
- Reported the Bremenfest Park Work Day was a success. Thanked Supt. Overman and school for their help with the project.
- Announced Trick or Treat will be on Oct. 25 from 6:30 – 8:00 p.m. Cider Time will be Oct. 28 from 1:00 – 3:00 p.m.
- Announced the Pumpkinfest will be on Sept. 28 and 29. The Giant Pumpkin Growers have the new record in the Guinness Book of Records breaking their first record.
- Reported the Fall / Winter Landscaping Seminar was a success.
- Village Administrator York updated Council on various projects within the Village.
Wills made a motion to suspend the rule. Second by Schwartz. Five ayes. Second and third readings RESOLUTION 2012-9-34 authorizing the Village Administrator to apply for the Ohio Public Works Commission Grant up to $194,000 plus a 0% loan for Walnut Street Resurfacing. Motion by Schwartz. Second by Wills. Five ayes.
Second reading ORDINANCE 2012-9-12 authorizing an increase in compensation for the Mayor and Councilors elected in the 2013/2015 November elections. After review the salaries of villages in the area, it was decided to raise the compensation of the Mayor from $5500 to $6500; and for Councilors raise the per council meeting rate from $50 to $100 per meeting and leave the base rate of $400 per year the same. Motion by Kuck. Second by Wills. Four ayes. Burnell nay.
Wills made a motion to suspend the rule. Second by Kuck. Five ayes. RESOLUTION 2012-9-35 authorizing the Village Administrator to enter into various contracts for the Crown Opera House / Lions Club Park Underground Relocation Project. The total cost estimates of the project are $386,760 to be shared by Crown Equipment Corporation and the Village of New Bremen up to a cost of $194,000 each. All contracts are not to exceed the bidding limits as described in the Ohio Revised Code. Motion by Wills, seconded by Schwartz. Five ayes.
Council discussed the proposal of allowing German Township the use of the Village fueling station for storage space at the Township barn for extra Village Christmas decorations. Solicitor Smith will prepare the contract for review.
