Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Wills, Schwartz, Hoffman, Kuck and Stienecker.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

Visitors were Jim Kronenberger, Tom Wilker, Howard Overman, Angela Hamberg, Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.

Minutes from the September 10 meeting were approved with a motion by Hoffman.  Second by Schwartz.  All ayes.

Wills made a motion to approve a total expenditure for the month of $1,022,979.57.  Second by Stienecker.  All ayes.

Mayor Pape made the following announcements in the Mayor’s Report:

- Announced Pumpkinfest will be Sept. 27th & 28th.  The Pumpkin People contest will be extended to organizations in addition to business owners.

- Thanked everyone responsible for the beautification of the area south of Pizza Hut on SR 66.

Howard Overman, Supt. of NBHS and Tom Wilker gave a presentation on the 7.4 mill bond building issue and a .5 mill maintenance levy to construct a new K-6 building on the southeast area of the high school campus alongCardinal Street.  The issue will be on the ballot November 5th.

Third reading RESOLUTION 2013-8-28 approval to put a handicapped Bocce Ball Court at Bremenfest Park.  A charitable organization will spearhead the project and seek funding.  Motion by Schwartz.  Second by Stienecker. All ayes.

Wills made a motion to suspend the rule.  Second by Burnell.  All ayes.  RESOLUTION 2013-9-32 approving Change Order #1 for the Circle Drive Sanitary Sewer Improvement.  The amount is a decrease of $11,310.74 resulting from lower quantities etc.  Motion by Stienecker.  Second by Kuck.  All ayes.

Hoffman made a motion to enter into Executive Session at 7:15 p.m. to discuss real estate.  Second by Wills.  All ayes.

Council came out of Executive Session at 7:45 p.m.  Adjournment followed with a motion by Schwartz.  Second Kuck.  All ayes.
