Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger.  Burnell made a motion to excuse Mayor Pape.  Second by Parker.  All ayes.  Also present were Solicitor Smith, Chief of Police Skinner, Village Administrator Dicke and Fiscal Officer Gast.

 

Visitors were Matt Krieg, First Sergeant Brad Pyles, Patrolman Karl Lengerich, Jerry McClannan, Jeff Elking representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the August 22 and August 27 meetings were approved with a motion by Parker.  Second by Schwartz.  All ayes.

 

President of Council Kuck made the following announcements:

  • Reported fines, fees and forfeitures for August in the amount of $1157.00.
  • Village Administrator Dicke updated Council on various projects within the Village.

 

Kronenberger made a motion to untable RESOLUTION 2016-7-44 entering into a contract with Access Engineering Solutions for services for Round 31 OPWC Funding Application for Front Street Reconstruction Phase II. Second by Parker.  All ayes.  Jerry McClannan representing Mote Engineering told Council that the project had already been engineered by his firm.  Burnell made a motion that due to a miscommunication that occurred under the previous administration to reject the third reading and vote the resolution down.  Second by Richter.  All nays. 

 

First reading ORDINANCE 2016-9-23 appointing Bradley Pyles as First Sergeant at classification G-30 at a rate of $27.74 effective immediately.  Parker informed Council that the Village would not experience any cost increase.  Pyles has been employed with the Village for over 25 years.  Motion by Burnell.  Second by Richter.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Richter.  All ayes.  RESOLUTION 2016-9-56 authorizing the purchase of a 2016 Dodge 40 ft. aerial unit through the State Purchasing Program at a cost not to exceed $143,000.  Motion by Richter.  Second by Kuck.  All ayes.

 

First reading RESOLUTION 2016-9-57 authorizing the Village Administrator to spend up to $40,000 for crack and sealing various streets within the Village.  Motion by Parker.  Second by Burnell.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Richter.  All ayes.  RESOLUTION 2016-9-58 to authorize the Village Administrator to apply to the Ohio Public Works Commission State Capital Improvement and/or Local Transportation Improvement Program(s) and to execute contracts as required for the Front & Eastmoor Drive Streets Improvement Project.  Motion by Parker.  Second by Richter.  All ayes.

 

Schwartz made a motion to adjourn at 7:10.  Second by Kronenberger.  All ayes.
