Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Schwartz, Hoffman, Kuck and Stienecker.  Wills was excused with a motion by Schwartz.  Second by Kuck.  Five ayes.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

Visitors were Jim Kronenberger, Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.

Minutes from the August 27 meeting were amended as follows:  Page 1, paragraph 6, line 1 add First Reading.Motion by Hoffman.  Second by Stienecker.  Five ayes.

Mayor Pape made the following announcements in the Mayor’s Report:

- Announced Pumpkinfest will be Sept. 27th & 28th.  The Pumpkin People contest will be extended to organizations in addition to business owners.

- Village will be looking for a part time Recreation Director since Al Fenters will retire after the 2014 season.

- Reported fines, fees and forfeitures for the month of $781.00.

- Burnell announced the Tree Commission will meet on Sept. 17th.

Burnell made a motion to suspend the rule.  Second by Stienecker.  Five ayes.  Second and third readings RESOLUTION 2013-8-30 declaring the official intent and reasonable expectation of the Village on behalf of the State of Ohio to reimburse its Income Tax Fund for the Walnut Street Resurfacing Project with the proceeds of tax exempt debt of the State of Ohio.  Motion by Kuck.  Second by Hoffman.  Five ayes.

Burnell made a motion to suspend the rule.  Second by Schwartz.  Five ayes.  Second and third readings RESOLUTION 2013-8-31 authorizing the Village Administrator to file three projects with the Ohio Public Works Commission (OPWC) seeking grant eligibility.  Due by Oct 1, 2013.  Motion by Hoffman.  Second by Stienecker. Five ayes.  The projects include repair Jefferson St. water main between Monroe St. and Bremenfest Park, repairCherry St. waterline between Washington St. and the Lampert farm and reconstruction of Washington St. and two blocks of nearby First St.  Grant or loan dollars would not be available until the spring of 2015.

Kuck made a motion to suspend the rule.  Second by Schwartz.  Five ayes.  Second and third readings ORDINANCE 2013-8-22 entering into an agreement with Crown Equipment Corp. to lease part of Village property south of the Opera House for a joint-use parking lot to be more clearly defined in the lease agreement.  Motion by Burnell.  Second by Kuck.  Five ayes.

Second reading RESOLUTION 2013-8-28 Council for approval to put a handicapped Bocce Ball Court atBremenfest Park.  A charitable organization will spearhead the project and seek funding.  Motion by Schwartz. Second by Stienecker.  Five ayes.

Burnell made a motion to suspend the rule.  Second by Kuck.  Five ayes.  ORDINANCE 2013-9-23 entering into a 25 year Lease Management Agreement with the Ohio Department of Natural Resources for the Miami & Erie Canal and naming the New Bremen Foundation and the Village of New Bremen as co-tenants.  Motion by Schwartz.  Second by Stienecker.  Five ayes.

The Records Policy issue concerning copy charges was referred to the Records Commission.

Hoffman made a motion to adjourn at 7:15 p.m.  Second Schwartz.  Five ayes.
