Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Kuck and Kronenberger.  Hoffman was excused with a motion by Kuck.  Second by Parker.  All ayes.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

 

Visitors were Angela Hamberg, Brent Richter and Andrew Wilson representing The Evening Leader.

 

Minutes from the October 12 meeting were approved with a motion by Kuck.  Second by Parker.  All ayes.

 

Parker made a motion to approve a total expenditure for the month of $990,941.76.  Second by Burnell.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Announced Cider Time was a success on Sunday.
  • Announced the Rotary Christmas Tree Lighting will be Nov. 30 at 6:30 p.m.
  • Village Administrator York updated Council on various projects within the Village.

 

Angela Hamberg, Economic Development Director, asked Council to consider a tax abatement for a new business on Lot 6 on Schwieterman Street.  First reading RESOLUTION 2015-10-49 granting a tax abatement of 45% for 8 years to Homan Interiors LLC.  Hamberg explained there will be no need for negotiations to take place with local school districts for the tax abatement because it is under 50%.  Motion by Kuck.  Second by Schwartz.  All ayes.

 

Kronenberger made a motion to untable the third reading ORDINANCE 2015-9-19 adopting Chapter 41 of the Codified Ordinances of the Village of New Bremen concerning municipal income tax. Second by Burnell.  All ayes.  The change in language will ensure tax collection will be more uniform statewide starting in 2016.  Kronenberger made a motion to have the third reading.  Second by Burnell.  All ayes.

 

Third reading RESOLUTION 2015-9-43 accepting the Unum Plan for a long-term disability benefit of $50,000 to be paid by the Village at a cost of $5,694 annually.  The contract is for 24 months.  Motion by Kronenberger.  Second by Kuck.  All ayes. 

 

Third reading RESOLUTION 2015-9-44 accepting the Guardian Plan for vision/dental insurance coverage both of which are optional at the employee’s expense.  The contract is for 24 months.  Motion by Kuck.  Second by Parker.  All ayes.

 

Third reading RESOLUTION 2015-9-41 authorizing a step raise for Angela Hamberg, Economic Development Director from F-52 to G-52 at the new rate of $21.00 per hour effective 11/2/15.  Motion by Burnell.  Second by Schwartz.  All ayes.

 

 

Second reading ORDINANCE 2015-10-21 amending the payroll ordinance by raising the base wage by $2.00 per hour in all classifications for the swimming pool employees.  Motion by Parker.  Second by Kuck.  Five ayes.  Burnell abstained.

 

Second reading ORDINANCE 2015-10-22 authorizing a $50.00 security deposit to shelter house rentals in the Jaycee and Bremenfest Parks.  Motion by Kronenberger.  Second by Schwartz.  All ayes.

 

First reading ORDINANCE 2015-10-23 accepting the annexation of 5.074 acres of land (Luebke, Minnich, Bornhorst, Boerger properties) on SR 66 South.  Motion by Kuck.  Second by Burnell.  All ayes.

 

First reading RESOLUTION 2015-10-50 authorizing the Village Administrator to seek bids for the Circle Drive Reconstruction Project.  The engineering estimate is $550,000.  Motion by Parker.  Second by Kronenberger.  Five ayes. Schwartz abstained.

 

Kuck made a motion to suspend the rule.  Second by Burnell.  All ayes.  RESOLUTION 2015-10-51 authorizing the Village Administrator to seek bids for water treatment salt and sodium hypochlorite for 2016.  Motion by Parker.  Second by Schwartz.  All ayes.

 

First reading RESOLUTION 2015-10-52 entering into a contract with Allied-Assurant as the Village health care provider.  Motion by Parker.  Second by Burnell.  All ayes.

 

Kuck made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  RESOLUTION 2015-10-53 authorizing Change Order #1 to Poggemeyer Design Group for the Raw Water Supply engineering in the amount of $500 due to multiple revisions of the proposed easements.  Motion by Kronenberger.  Second by Kuck.  All ayes.

 

Kuck made a motion to suspend the rule.  Second by Parker.  All ayes.  RESOLUTION 2015-10-54 authorizing an additional $25,000 to Gavit Paving, Inc. for overlays on Cherry and N. Franklin Streets.  Motion by Kronenberger.  Second by Burnell.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Schwartz.  All ayes.  RESOLUTION 2015-10-55 authorizing Change Order #2 to PAB Construction for First / Washington Streets Reconstruction.  The change order is a decrease of $12,683.50 because of final adjustments to construction quantities.  Motion by Schwartz.  Second by Parker.  All ayes.

 

First reading ORDINANCE 2015-10-24 accepting the Auglaize County Solid Waste Management 15 year plan.  Motion by Schwartz.  Second by Kuck.  Five ayes.  Kronenberger nay.
