Roll call showed the following members present for the meeting on this date at 6:30 p.m. Parker, Schwartz, Richter, Kuck and Kronenberger.  Mayor Pape and Councilor Burnell were excused with a motion by Schwartz.  Second by Parker.  Five ayes.  Also present were Solicitor Smith, Chief of Police Skinner, Village Administrator Dicke and Fiscal Officer Gast.

 

Visitors were First Sergeant Brad Pyles, Mercedes George, Ben Krieg, Mike Hibner, Brice Schmitmeyer, Bud Mason, Jerry McClannan, Jeff Elking representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the October 10 meeting were approved with a motion by Schwartz.  Second by Kuck.  Five ayes.

 

Schwartz made a motion to approve a total expenditure for the month of $957,706.11.  Second by Kronenberger.  Five ayes.

 

President of Council Kuck made the following announcements in his report:

  • Announced Trick or Treat set for Oct. 27 from 6:30-8:00 p.m. and Cider Time on Oct. 30 starting at 1:00 p.m.
  • Village Administrator Dicke updated Council on various projects within the Village.

 

Bud Mason, Rural Community Assistance Program (RCAP) presented information on how they could assist the Village in Geographic Information Systems (GIS).  The GIS is a system for capturing, storing, checking and displaying data.  Parker made a motion to suspend the rule.  Second by Kronenberger.  Five ayes.  RESOLUTION 2016-10-66 authorizing RCAP to apply for the Honda of America Grant which would cover 50% of the $37,000 cost.  Motion by Richter.  Second by Kronenberger.  Five ayes.

 

Brice Schmitmeyer, Access Engineering, shared with Council an opportunity to apply for a Land and Water Conservation Fund grant through the Ohio Department of Natural Resources.  The grant would be a 50% matching grant for up to $300,000.  The park improvements being discussed are lighting, dugouts and widening the entrance drive.  It will cost the Village approximately $2000 for Access Engineering to gather information to apply for the grant.

 

The third reading ORDINANCE 2016-9-23 appointing Bradley Pyles as First Sergeant at classification G-30 at a rate of $27.74 effective immediately was untabled with a motion by Kronenberger.  Second by Parker.  Councilor Kuck thanked Pyles for his patience and Council unanimously approved the third reading.  Five ayes.  Work to determine an overall retire/rehire policy will continue among Councilors.

 

Second reading ORDINANCE 2016-10-24 accepting the annexation of 2.22 acres petitioned by Crown Equipment Corp. (formerly Tomhafe property).  Motion by Richter.  Second by Schwartz.  Five ayes.

 

     

                     

 

Second reading RESOLUTION 2016-10-63 authorizing Change Order #2 to Heyne Construction for the Public Works Building Project in the amount $794.21.  The cost is for the installation of Mount Operators to I Beams to maintain high lift track and change sprockets. Motion by Kronenberger.  Second by Richter.  Five ayes.

 

Parker made a motion to suspend the rule.  Second by Richter.  Five ayes.  RESOLUTION 2016-10-64 authorizing the Village Administrator to purchase health insurance from Anthem Blue Cross Blue Shield for Village employees.  Motion by Kronenberger.  Second by Kuck.  Five ayes. 

 

First reading RESOLUTION 2016-10-65 authorizing Fiscal Officer Gast to contract with the Ohio Attorney General’s Office for the collection of delinquent income tax at no cost to the Village.  Motion by Parker.  Second by Richter.  Five ayes.

 

Schwartz made a motion to suspend the rule.  Second by Kronenberger.  Five ayes.  ORDINANCE 2016-10-25 entering into an agreement with the Auglaize County Commissioners to designate Miami County, Ohio, to enforce the Ohio Building Code for Auglaize County.  Motion by Kronenberger.  Second by Parker.  Five ayes.

 

Schwartz made a motion to adjourn at 7:38 p.m.  Second by Kuck.  Five ayes.
