Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Village Administrator York, Chief of Police Skinner and Fiscal Officer Gast.
 
Visitors were Stephanie Heitkamp, Carla and Robert Minnich, David J. Giesige representingThe Daily Standard and Meredith Enkoff representing The Evening Leader.
 
Minutes from the September 22 meeting were approved with a motion by Parker.  Second by Kronenberger.  All ayes.
 
Mayor Pape made the following announcements in his Mayor’s Report:
·         Announced Cider Time on Oct. 26 at 1:00 and Trick or Treat on Oct. 30 from 6:00 – 7:30 p.m.
·         Updated Council on the Miami Erie Towpath Project.
·         Reported fines, fees and forfeitures for September in the amount of $815.
·         Councilor Burnell shared excerpts from his visit to the Fallen Fireman Memorial.
·         Village Administrator York updated Council on various projects within the Village.
 
Kuck made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  RESOLUTION 2014-10-51 permitting Robert and Carla Minnich to tap into the Village of New Bremen water system before annexation is complete.  The Petition for Annexation is in the process of being filed with the Auglaize County Commissioners for addresses 05158, 05136, 05096 and 05078 State Route 66 South.  Motion by Hoffman.  Second by Burnell.  All ayes.
 
Schwartz made a motion to table the third reading ORDINANCE 2014-9-19 amending Income Tax Ordinance 1973-4-14 by authorizing mandatory filing with Form 1040 attached and adding additional fees for late filing.  Second by Parker.  All ayes.
 
Kuck made a motion to suspend the rule.  Second by Burnell.  Five ayes.  Schwartz abstained.  RESOLUTION 2014-10-52 authorizing the Village Administrator to file an application with the Ohio Public Works Commission for financial assistance for the planned Circle Drive Reconstruction Project.  Motion by Parker.  Second by Kronenberger.  Five ayes.  Schwartz abstained.
 
Council gave approval to close the swimming pool when school starts in New Bremen and open the pool the day after graduation starting with the 2015 season.  The Pool Manager reports a lack of available lifeguards before and after these events.  Motion by Parker.  Second by Hoffman. Five ayes.  Burnell abstained.
 
First reading 2014-10-53 authorizing the Village Administrator to seek bids for sodium hypochlorite and water softening salt for 2015.  Motion by Kuck.  Second by Burnell.  All ayes.
 
Council briefly discussed the closing of parking lots within the Village and wanted time to locate and review previous legislation.  Councilor Parker suggested having the Chief of Police handle all requests concerning parking lots.  The issue will be added to the next agenda.
 
 
Councilor Parker told Council that the Village needed to make a commitment to build the restrooms in conjunction with the Lions Park Master Plan.  Council approved the request in the amount not to exceed $300,000.
 
Schwartz made a motion to suspend the rule.  Second by Burnell.  All ayes.  RESOLUTION 2014-10-54 authorizing Change Order #1 to the 2014 Street Resurfacing Project (Alt. 13 revised) and to pay Buehler Asphalt Paving an additional $31,236.05.  Upon field inspection with the contractor, the Village will need to go further south on Herman and east on Sycamore to get a good match with the existing pavement.  The unit prices are the same, just more units will be needed.  The total cost of the project is $178788.38.  Motion by Schwartz.  Second by Kronenberger.  All ayes.
 
First reading RESOLUTION 2014-10-55 authorizing $25,000 payable to Choice One Engineering for additional engineering hours.  Motion by Burnell.  Second by Kuck.  All ayes.
