Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner and Fiscal Officer Gast.

 

Visitors were John Freytag, Mike Hibner, Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the September 28 meeting were approved with a motion by Schwartz.  Second by Hoffman.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Reported fines, fees and forfeitures for the month of September in the amount of $905.
  • Announced Cider Time will be Oct. 25 at 1:00 and Trick or Treat will be Oct. 29 from 6:00 to 7:30 p.m.
  • Updated Council on various projects within the Village.

 

Third reading RESOLUTION 2015-9-40 leasing the property at 322 S. Herman Street to the Community Improvement Corporation (CIC) for the sum of $1.00. The CIC members determined they were not interested in leasing the property.  Motion by Burnell.  Second by Hoffman.  Five nays. Schwartz aye.  Resolution rejected.

 

Schwartz made a motion to table the third reading ORDINANCE 2015-9-19 adopting Chapter 41 of the Codified Ordinances of the Village of New Bremen concerning municipal income tax. The change in language will ensure tax collection will be more uniform statewide starting in 2016.  Second by Burnell.  All ayes.

 

Kuck made a motion to suspend the rule.  Second by Parker.  All ayes.  RESOLUTION 2015-10-45 authorizing Change Order #1 in the amount of $24,798.83 to Freytag & Associates for architectural services for the Komminsk Legacy Park for the pump house and tent tie-downs.  This will bring the contract total to $101,298.83.  Motion by Kuck.  Second by Parker.  All ayes.

 

Parker made a motion to suspend the rule.  Second by Burnell.  All ayes.  RESOLUTION 2015-10-46 authorizing Change Order #2 in the amount of $28,384 to Muhlenkamp Building Corp. for restroom construction at Komminsk Legacy Park for the sitting wall and tent tie-downs.  This will bring the contract total to $542,059.  Motion by Kuck.  Second by Kronenberger.  All ayes.

 

Kronenberger made a motion to suspend the rule.  Second by Parker.  All ayes.  RESOLUTION 2015-10-47 authorizing Change Order #3 in the amount of $3,133 to H.A. Dorsten for another pump to be added to the pump house.  Motion by Burnell.  Second by Schwartz.  All ayes.

 

 

Parker made a motion to suspend the rule.  Second by Schwartz.  All ayes.  RESOLUTION 2015-10-48 authorizing Change Order #2 in the amount of $43,920 to H.A. Dorsten for a concrete path from the bridge to Plum Street at the Komminsk Legacy Park.  This will bring the contract total to $898,696.  Motion by Schwartz.  Second by Kuck.  All ayes.

 

Council also approved a purchase order not to exceed $20,000 for musical instruments at the Komminsk Legacy Park.  Motion by Kronenberger.  Second by Burnell.  All ayes.

 

Council also discussed filling in the ditch near Komminsk Legacy Park.  Village Administrator will collect quotes from Auglaize County and H.A. Dorsten for the project.   

 

Second reading RESOLUTION 2015-9-43 accepting the Unum Plan for a long-term disability benefit of $50,000 to be paid by the Village at a cost of $5,694 annually.  Motion by Schwartz.  Second by Parker.  All ayes. 

 

Second reading RESOLUTION 2015-9-44 accepting the Guardian Plan for vision/dental insurance coverage both of which are optional at the employee’s expense. Motion by Kuck.  Second by Kronenberger.  All ayes.

 

Second reading RESOLUTION 2015-9-41 authorizing a step raise for Angela Hamberg, Economic Development Director from F-52 to G-52 at the new rate of $21.00 per hour.  Motion by Parker.  Second by Burnell.  All ayes.

 

First reading ORDINANCE 2015-10-21 amending the payroll ordinance by raising the base wage by $2.00 per hour in all classifications for the swimming pool employees.  Motion by Parker.  Second by Hoffman.  Five ayes.  Burnell abstained.

 

First reading ORDINANCE 2015-10-22 authorizing a $50.00 security deposit to shelter house rentals in the Jaycee and Bremenfest Parks.  Motion by Burnell.  Second by Parker.  All ayes.

 

Burnell made a motion to enter into Executive Session at 8:12 p.m. to discuss real estate.  Second by Schwartz.  All ayes.

 

Council came out of Executive Session at 8:39 p.m. and took no action.  Adjournment followed with a motion by Schwartz.  Second by Kronenberger.  All ayes.
