Roll call showed the following members present for the meeting on this date at 6:30 p.m. Burnell, Parker, Schwartz, Richter and Kuck.  Kronenberger was excused with a motion by Kuck.  Second by Parker.  Five ayes.  Also present were Solicitor Smith, Chief of Police Skinner, Village Administrator Dicke and Fiscal Officer Gast.

 

Visitors were Michael Hastings, Kevin Hirsch and Bill Brenner representing Half Moon Power, Matt Krieg, Bryan Niemeyer, First Sergeant Brad Pyles, Jerry McClannan, Jeff Elking representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the September 26 meeting were approved with a motion by Burnell.  Second by Richter.  Five ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Reported fines, fees and forfeitures for the month of September in the amount of $1107.00.
  • Announced Trick or Treat set for Oct. 27 from 6:30-8:00 p.m. and Cider Time on Oct. 30 starting at 1:00 p.m.
  • Announced the CIC Christmas Card contest has started.
  • Village Administrator Dicke updated Council on various projects within the Village.

 

Michael Hastings, Kevin Hirsch and Bill Brenner representing Half Moon Power gave a presentation on Grid Storage Project.  They explained this project is solar energy to assist in achieving energy independence goals while the ESS provides ancillary services.  Council will review the project.

 

Schwartz made a motion to enter into Executive Session at 7:13 p.m. to discuss personnel.  Second by Parker.  Five ayes.  Council came out of Executive Session at 8:05 p.m.

 

The third reading ORDINANCE 2016-9-23 appointing Bradley Pyles as First Sergeant at classification G-30 at a rate of $27.74 effective immediately was tabled for further review.  Motion by Parker.  Second by Schwartz.  Four ayes.  Kuck nay.  Council discussed policy changes for future retire/rehire employees but no action was taken at this time. 

 

Burnell made a motion to suspend the rule.  Second by Kuck.  Four ayes.  Parker nay.  Second and third readings RESOLUTION 2016-9-61 authorizing the Village Administrator to purchase a Tool Cat 5600 G-Series for $28,691.25 (with trade in) from Bob Cat, Lima, Ohio, through the State Purchasing Program.  Motion by Parker.  Second by Richter.  Five ayes.

 

Burnell made a motion to suspend the rule.  Second by Kuck.  Four ayes.  Parker nay.  RESOLUTION 2016-9-62 authorizing the Village Administrator to purchase a Bob Cat Skid Loader for $27,464.26 (with trade in) from Bob Cat, Lima, Ohio, through the State Purchasing Program.  Motion by Kuck.  Second by Burnell.  Five ayes.

 

First reading ORDINANCE 2016-10-24 accepting the annexation of 2.27 acres petitioned by Crown Equipment Corp. (formerly Tomhafe property).  Motion by Burnell.  Second by Richter.  Four ayes.

            

First reading RESOLUTION 2016-10-63 authorizing Change Order #2 to Heyne Construction for the Public Works Building Project in the amount $794.21.  The cost is for the installation of Mount Operators to I Beams to maintain high lift track and change sprockets. Motion by Kuck.  Second by Parker.  Five ayes.

 

Richter made a motion to waive the Building Permit fee of $20.00 for an Eagle Scout project at the Kuenning-Dicke Nature Park.  Second by Schwartz.  Five ayes.

 

Schwartz made a motion to adjourn at 8:22 p.m.  Second by Richter.  Five ayes.
