Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Mayor Pape was excused with a motion by Burnell.  Second by Hoffman.  All ayes.  Also present were Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

 

Visitors were Randee Henson, Ryan Olberding, Steve Bushman, Matt Krieg, Chris Pape, Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the Oct. 26 meeting were approved with the following changes:  Page 1, paragraph 8, line 2 add an additional $25,000 making the total $50,000.   Motion by Kronenberger.  Second by Parker.  All ayes.

 

Councilor Kuck made the following announcements in his report:

  • Announced fines, fees and forfeitures for the month of $1614.
  • Congratulated Schwartz, Pape and Richter on the election results.
  • Village Administrator York updated Council on various projects within the Village.

 

Council approved the demolition of the house at 322 S. Herman Street owned by the Village.  The house was not beneficial to the Village and sat empty since July 2014.  Village employees will tear down the house.

 

Randee Henson, representing Stolly Financial Group, presented Council with employee health care options.  Henson will be submitting final figures before the next meeting.  Second reading RESOLUTION 2015-10-52 entering into a renewal contract with Assurant/NGIS Insurance as the Village health care provider.  Motion by Burnell.  Second by Kronenberger.  All ayes.

 

Third reading ORDINANCE 2015-10-21 amending the payroll ordinance by raising the base wage by $2.00 per hour in all classifications for the swimming pool employees.  Motion by Schwartz.  Second by Parker.  Four ayes.  Burnell abstained.

 

Third reading ORDINANCE 2015-10-22 authorizing a $50.00 security deposit to shelter house rentals in the Jaycee and Bremenfest Parks.  Motion by Parker.  Second by Kronenberger.  All ayes.

 

Second reading RESOLUTION 2015-10-49 granting a tax abatement of 45% for 8 years to Homan Interiors LLC located on Schwieterman Street on Lot 6.  Motion by Burnell.  Second by Kuck.  All ayes.

 

Second reading ORDINANCE 2015-10-23 accepting the annexation of 5.074 acres of land (Luebke, Minnich, Bornhorst, Boerger properties) on SR 66 South.  Motion by Hoffman.  Second by Schwartz.  All ayes.

 

Second reading RESOLUTION 2015-10-50 authorizing the Village Administrator to seek bids for the Circle Drive Reconstruction Project.  The engineering estimate is $550,000.  Motion by Burnell.  Second by Kronenberger.  All ayes.

 

  

Second reading ORDINANCE 2015-10-24 accepting the Auglaize County Solid Waste Management 15 year plan.  Motion by Burnell.  Second by Kronenberger.  All ayes.

 

First reading RESOLUTION 2015-11-56 approving expenditures not to exceed $100,000 for day to day operations of the Village of New Bremen from January 1, 2016 to January 11, 2016 when the 2016 Appropriation Ordinance is adopted.  Motion by Kronenberger.  Second by Parker.  All ayes.

 

First reading RESOLUTION 2015-11-57 authorizing Change Order #1 in the amount of $14,498 to Pohlkat Inc. for dredging the lagoons at the Wastewater Treatment Plant bringing the total cost of the project to $264,500.  Motion by Hoffman.  Second by Burnell.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  RESOLUTION 2015-11-58 authorizing $44,865.20 for pumps, motors etc. from Jackson Well Service, Bellville, Ohio, for the Raw Water Supply Line.  Motion by Schwartz.  Second by Parker.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  RESOLUTION 2015-11-59 authorizing $49,362.40 for adapters, pipe and valves from Warren Pump, Warren, Ohio, for the Raw Water Supply Line.  Motion by Schwartz.  Second by Parker.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  RESOLUTION 2015-11-60 authorizing $49,752.00 for submersible pumps, tubing, wire and switches from Global Enterprises, Mansfield, Ohio, for the Raw Water Supply Line.  Motion by Schwartz.  Second by Parker.  All ayes.

 

First reading RESOLUTION 2015-11-61 authorizing Change Order #5 in the amount of $66,952 for musical instruments for the Komminsk Legacy Park.  Motion by Schwartz.  Second by Hoffman.  All ayes.

 

First reading RESOLUTION 2015-11-62 authorizing the purchase of a 2016 Dodge Charger for the Police Dept. through the State Purchasing Program.  The base price is $21,391.00.  Chief of Police Skinner will have the exact figure by next meeting.  Motion by Schwartz.  Second by Hoffman.  All ayes.
