Roll call showed the following members present on this date. Burnell, Wills, Schwartz, Hoffman, Kuck and Stienecker. Also present were Mayor Pape, Solicitor Smith, Chief of Police Harrod, Administrator York and Fiscal Officer Gast.

Minutes from the November 13 meeting was approved as amended: Page 1, paragraph 10, line one change in the amount of to up to. Motion by Hoffman. Second by Schwartz. All ayes.
Wills made a motion to approve a total expenditure for the month of $927,545.68. Second by Stienecker. All ayes.
Mayor Pape made the following announcements in the Mayor’s Report:
- Announced the NB-NK Rotary Christmas Tree Lighting at 6:30 p.m. at Lock One Parkon December 6.
- Reported to Council that the Village of New Bremen is in line for a $194,000 grant involving Issue II funding through the Ohio Public Works Commission and a zero-interest loan in the amount of $148,311. The money is earmarked for infrastructure improvements.
- Updated Council on the interview process for the Chief of Police position.
- Village Administrator York updated Council on various projects in the Village.
Third reading RESOLUTION 12-10-38 authorizing the Village of New Bremen to enter into a contract with the German Township Trustees for the use of the Village’s fuel station. In exchange, the Village will have storage space for Christmas decorations at the township building. Motion by Kuck. Second by Wills. All ayes.
Kuck made a motion to suspend the rule. Second and third readings RESOLUTION 2012-11-41 authorizing the Village Administrator to renew the current Medical Mutual Ohio Health Plan Consortium Super Med HSA (Health Savings Account) with a deductible of $2500/$5000 for 2013. Randee Henson, representing Stolly Insurance, presented Council with various options concerning the HSA. To start/setup the HSA, the Village will make a one time contribution to eligible employees of $1000 for single policy holders and $2000 for accounts with dependents. Motion by Schwartz. Second by Stienecker. All ayes.
Second reading RESOLUTION 2012-11-42 authorizing the expenditure of funds up to $70,000 for day to day operations of the Village of New Bremen from January 1, 2013 through January 8, 2013 when the 2013 Appropriations Ordinance is adopted. Because of the new employee health insurance (HAS) program, Council amended the amount up to $110,000. Motion by Burnell. Second by Wills. All ayes.
Second reading RESOLUTION 2012-11-43 entering into a contract with Robert W. Kehoefor the rendition of services as Mayor’s Court Magistrate beginning January 1, 2013 and ending December 31, 2013. Motion by Schwartz. Second by Stienecker. All ayes.
Village Administrator York presented the results of the yearly salt bids. RESOLUTION 2012-11-44 accepting all bids and awarding the bids to the lowest bidders. OP Aquatics will provide the sodium hypochloride for the Water Plant and swimming pool at a cost of $1.24 per gallon. North American Salt will provide water softener salt at the rate of $90 per ton with a variable additional fuel surcharge. Motion by Kuck. Second by Hoffman. All ayes.
Councilors discussed the annual cost of living adjustments for employees but took no action. Councilors are still reviewing all options.
Stienecker made a motion to suspend the rule. Second by Burnell. All ayes. RESOLUTION 2012-11-45 authorizing Change Order #2 in the amount of $10,987.55 for addition storm lines, excavation, asphalt etc. for the Franklin/Main Sanitary Sewer Project. Motion by Wills. Second by Kuck. All ayes.
Kuck made a motion to suspend the rule. Second by Burnell. All ayes. RESOLUTION 2012-11-46 opposing the passage of HB 601 by the Ohio General Assembly which proposes uniformity measures for municipal income tax in the form of unfunded mandates and a substantial loss of revenue to the Village of New Bremen. Motion by Schwartz. Second by Burnell. All ayes.
