Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

 

Visitors were Steve Bushman, Matt Krieg, Ruth Brookhart, Connor Ransbottom, Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the Nov. 9 meeting were approved with the following changes:  Page 1, paragraph 5, line 4 add Four ayes. Burnell and Hoffman nay.   Motion by Hoffman.  Second by Kuck.  All ayes.

 

Parker made a motion to approve a total expenditure for the month of $974,529.82.  Second by Kronenberger.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Thanked Councilor Kuck for conducting the meeting while he was away.
  • Acknowledged Connor Ramsbottom for attending the meeting to earn a Merit Badge.
  • Announced the NB-NK Rotary Christmas Tree Lighting will be on Nov. 30 at 6:30 p.m.
  • Thanked the Sons of the Legion for the Cardinal tree carving located at the bridge on the Miami Erie Towpath.
  • Village Administrator York updated Council on various projects within the Village.

 

Council approved payment of $14,000 from the General Fund to Evans Landscaping for the grinding of brush at the yard waste facility due to the removal of many Ash Trees along the sidewalks and tree lawns.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Schwartz.  All ayes.  RESOLUTION 2015-11-63 authorizing the purchase of a 200 KW Generac diesel generator in the amount not to exceed $46,000 for the Raw Water Supply Project.  Motion by Kuck.  Second by Hoffman.  All ayes.

 

RESOLUTION 2015-10-52 entering into a renewal contract with Assurant/NGIS Insurance as the Village health care provider.  There is a 16.30% increase and raises the benefit plan to $3000 single and $6000 family deductible effective 12-1-15.  Motion by Kronenberger.  Second by Burnell.  All ayes.

 

Third reading RESOLUTION 2015-10-49 granting a tax abatement of 45% for 8 years to Homan Interiors LLC located on Schwieterman Street on Lot 6.  Motion by Kronenberger.  Second by Parker.  All ayes.

 

Third reading ORDINANCE 2015-10-23 accepting the annexation of 5.074 acres of land (Luebke, Minnich, Bornhorst, Boerger properties) on SR 66 South.  Motion by Kuck.  Second by Burnell.  All ayes.

 

Third reading RESOLUTION 2015-10-50 authorizing the Village Administrator to seek bids for the Circle Drive Reconstruction Project.  The engineering estimate is $666,500.  Motion by Kronenberger.  Second by Parker.  Five ayes.  Schwartz abstained.

  

The third reading ORDINANCE 2015-10-24 accepting the Auglaize County Solid Waste Management District 5 year plan was tabled for further review.  Motion by Kuck.  Second by Kronenberger.  All ayes.

 

 

Kuck made a motion to suspend the rule.  Second by Burnell.  All ayes.  Second and third readings RESOLUTION 2015-11-56 approving expenditures not to exceed $110,000 for day to day operations of the Village of New Bremen from January 1, 2016 to January 11, 2016 when the 2016 Appropriation Ordinance is adopted.  Motion by Hoffman.  Second by Parker.  All ayes.

 

Second reading RESOLUTION 2015-11-57 authorizing Change Order #1 in the amount of $14,498 to Pohlkat Inc. for dredging the lagoons at the Wastewater Treatment Plant bringing the total cost of the project to $264,500.  Motion by Schwartz.  Second by Kronenberger.  All ayes.

 

Second reading RESOLUTION 2015-11-61 authorizing Change Order #5 in the amount of $66,952 for musical instruments for the Komminsk Legacy Park.  Motion by Kronenberger.  Second by Parker.  All ayes.

 

Second reading RESOLUTION 2015-11-62 authorizing the purchase of a 2016 Dodge Charger for the Police Dept. through the State Purchasing Program.  The total cost is $30,801.  Motion by Parker.  Second by Hoffman.  All ayes.

 

First reading RESOLUTION 2015-11-64 entering into a contract with Stephen L. Smith for the rendition of legal services beginning January 1, 2016 and ending December 31, 2017.  Motion by Burnell.  Second by Hoffman.  All ayes.

 

First reading RESOLUTION 2015-11-65 entering into a contract with Robert W. Kehoe for the rendition of services as Mayor’s Court Magistrate beginning January 1, 2016 and ending December 31, 2016.  Motion by Schwartz.  Second by Kronenberger.  All ayes.

 

Schwartz made a motion to suspend the rule.  Second by Parker.  All ayes.  ORDINANCE 2015-11-25 authorizing transfers in the amount of $950,000 from the Income Tax Fund as follows:  $650,000 – General Fund; $200,000 – Street Construction Fund; $95,000 – Parks and Recreation Fund and $5,000 – Lockkeepers House Fund.  Motion Hoffman.  Second by Burnell.  All ayes.

 

Parker made a motion to suspend the rule.  Second by Kuck.  All ayes.  RESOLUTION 2015-11-66 authorizing Change Order #1 to Al Broerman Trucking in the amount of $8000 for stone to finish the Raw Water Supply Project.  Motion by Schwartz.  Second by Kronenberger.  All ayes.

 

Village Administrator York presented the bids for sodium hypochlorite and water softening salt for 2016.  RESOLUTION 2015-11-67 accepting all bids and awarding the contract to the lowest bidders.  Compass Minerals with a bid of $112.00 per ton for water softening salt and O.P. Aquatic with a bid of $1.21 per gallon for sodium hypochlorite.  Motion by Burnell.  Second by Hoffman.  All ayes.

 

Schwartz made a motion to adjourn at 7:43 p.m.  Second by Burnell.  All ayes.
