Roll call showed the following members present for the meeting on this date at 6:30 p.m. Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator Dicke and Fiscal Officer Gast.
Visitors were Ronnie Raible, Mike Hibner, Jacki Love, Sue Wissman, Mike Homan, Janet Suchland, Diane Naseman, Jerry McClannan, Jeff Elking representing The Daily Standard and Andrew Wilson representing The Evening Leader.
Minutes from the October 24 meeting were approved with a motion by Parker. Second by Schwartz. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Thanked Councilor Kuck for presiding over the 10/24 meeting in his absence.
- Asked for a moment of silence for James Dicke.
- Announced the NB-NK Christmas Tree Lighting will be Nov. 28 at 6:30 and the Council Meeting scheduled for the 28th will be on Nov. 29.
- Reported fines, fees and forfeitures for the month of October in the amount $1000.00.
- Told everyone the “Mule Boy and Mule” have been placed at Lock One and thanked Dianne Komminsk for the project.
- Village Administrator Dicke updated Council on various projects within the Village.
Kronenberger made a motion to suspend the rule. Second by Schwartz. All ayes. RESOLUTION 2016-11-67 authorizing Access Engineering to apply for a Land and Water Conservation Fund grant through the Ohio Department of Natural Resources. The grant would be a 50% matching grant for up to $300,000 for the Village share. The park improvements being discussed are lighting, dugouts and widening the entrance drive. It will cost the Village approximately $2000 for Access Engineering to gather information to apply for the grant. Motion by Kronenberger. Second by Parker. All ayes.
Diane Naseman was present to ask permission for the American Legion Post 241 to hang banners honoring local veterans and members of the armed forces. Council agreed and will set a schedule for when the banners will be put up and taken down.
Kuck made a motion to suspend the rule. Second by Richter. All ayes. ORDINANCE 2016-11-26 authorizing transfers from the Income Tax Fund as follows: $600,000 to the General Fund; $175,000 to the Street Construction Fund; $125,000 to the Parks and Recreation Fund; $75,000 to the Swimming Pool Fund. Motion by Parker. Second by Schwartz. All ayes.
Third reading ORDINANCE 2016-10-24 accepting the annexation of 2.22 acres petitioned by Crown Equipment Corp. (formerly Tomhafe property). Motion by Parker. Second by Burnell. All ayes.
Third reading RESOLUTION 2016-10-63 authorizing Change Order #2 to Heyne Construction for the Public Works Building Project in the amount $794.21. The cost is for the installation of Mount Operators to I Beams to maintain high lift track and change sprockets. Motion by Kuck. Second by Richter. All ayes.
Second reading RESOLUTION 2016-10-65 authorizing Fiscal Officer Gast to contract with the Ohio Attorney General’s Office for the collection of delinquent income tax at no cost to the Village. Motion by Kronenberger. Second by Richter. All ayes.
First reading RESOLUTION 2016-11-68 rescinding Resolution 2016-10-66 because the Rural Community Assistance Program (RCAP) was not applying for the funding. Motion by Parker. Second by Kuck. All ayes.
Richter made a motion to suspend the rule. Second by Burnell. All ayes. RESOLUTION 2016-11-69 authorizing WSOS to apply for a grant which would cover 50% of the $37,000 cost to assist the Village in Geographic Information Systems (GIS). The GIS is a system for capturing, storing, checking and displaying data for electric, water and sewer lines. Motion by Richter. Second by Kronenberger. All ayes.
First reading RESOLUTION 2016-11-70 approving expenditures not to exceed $110,000 for day to day operations of the Village of New Bremen from Jan. 1, 2017 to Jan. 9, 2017 when the 2017 Appropriation Ordinance is adopted. Motion by Kuck. Second by Kronenberger. All ayes.
First reading RESOLUTION 2016-11-71 entering into a contract with Stephen L. Smith for the rendition of legal services beginning January 1, 2017 and ending December 31, 2016. Motion by Richter. Second by Burnell. All ayes.
First reading RESOLUTION 2016-11-72 entering into a contract with Thomas L. Guillozet for the rendition of services as Mayor’s Court Magistrate beginning January 1, 2017 and ending December 31, 2016. Motion by Richter. Second by Burnell. All ayes.
Mayor Pape asked for reimbursement of $300 for prize money for Cider Time. Council approved.
Schwartz made a motion to enter into Executive Session to discuss personnel at 7:29 P.M. Second by Kronenberger. All ayes.
Council came out of Executive Session at 8:37 p.m. Adjournment followed with a motion by Schwartz. Second by Kronenberger. All ayes.
