Roll call showed the following members present on this date at 6:30 p.m. Burnell, Schwartz, Hoffman, Kuck and Stienecker. Wills was excused with a motion by Kuck. Second by Burnell. Five ayes. Also present were Mayor Pape, Solicitor Smith, Village Administrator York, Chief of Police Skinner and Fiscal Officer Gast.

Minutes from the April 23 and May 5 meetings were approved with the following amendment: Page 2, paragraph 3, line 2 change to 2013-4-16. Motion by Kuck. Second by Schwartz. Five ayes.
Mayor Pape made the following announcements in the Mayor’s Report:
- Chief of Police Skinner explained the revised bike route for the GOBA event to be held on June 19 – 21.
- Mayor and Chief of Police are registered to Mayor’s Court Training 10/11/13.
- Reported fines, fees and forfeitures for the month in the amount of $979.
- Village Administrator York updated Council on various projects within the Village.
Council discussed vacating the alley north of the Eastmoor Court cul-de-sac and the Bremenfest Park. The vacation of alley will include a utility easement for Village access in exchange for Quit Claim deeds. Solicitor Smith updated Council and recommended it be put on the agenda for the next meeting pending more legal research and a survey.
Third reading RESOLUTION 2013-4-13 entering into a contract with the New Bremen Emergency Squad, Inc. for the rendition of emergency medical technician-paramedic services. The contract is for one year and the amount is $75,000 payable in three installments of $25,000 on June 15, September 1 and December 1. Motion by Hoffman. Second by Stienecker. Five ayes.
Third reading RESOLUTION 2013-4-14 authorizing Village consent for ODOT to perform patching and deck edge repair on various bridges within the district including New Bremen. Motion by Schwartz. Second by Kuck. Five ayes.
Kuck made a motion to suspend the rule. Second by Burnell. Five ayes. RESOLUTION 2013-5-18 authorizing the Village Administrator to seek bids for liability and property insurance for the Village. Motion by Hoffman. Second by Stienecker. Five ayes.
First reading RESOLUTION 2013-5-19 required preliminary legislation allowing ODOT to complete the programming on a project proposing to construct new pedestrian, bicycle and handicapped route downtown to the north side of the Village of New Bremen. The project is currently scheduled for Bid Letting scheduled in State Fiscal Year 2017. Motion by Stienecker. Second by Schwartz. Five ayes.
Schwartz made a motion to suspend the rule. Second by Burnell. Five ayes. ORDINANCE 2013-5-14 amending the payroll ordinance and hiring Shaun Harrod and Douglas Ranly as Patrolman I Part Time. The classification is G-36. Motion by Hoffman. Second by Stienecker. Five ayes.
Schwartz made a motion to enter into Executive Session to discuss personnel at 7:16 p.m. Second by Hoffman. Five ayes. Council came out of Executive Session at 7:50 p.m. and took the following action.
Kuck made a motion to suspend the rule. Second by Burnell. Five ayes. ORDINANCE 2013-5-15 amending the payroll ordinance by changing the Payscale Classification Ranges as follows: Change the Parks Foreman to Seasonal I (any department) at the minimum wage hourly rate plus $.25 per additional year; Add Seasonal II (any department) at a rate of $12.00 per hour plus $.25 per additional year; and increase Stand By pay to $154.00 per week. Motion by Stienecker. Second by Schwartz. Five ayes.
