Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman and Kronenberger.  Kuck was excused with a motion by Parker.  Second by Hoffman.  Five ayes.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner and Fiscal Officer Gast.

 

Visitors were Julie and Tyler Leichliter, Michael Swackhamer, Marlene Ahlers, Andrew Wilson representing The Evening Leader and David Giesige representing The Daily Standard.

 

Minutes from the April 20 meeting were approved with a motion by Kronenberger.    Second by Hoffman.  Five ayes.

 

Parker made a motion to approve a total expenditure for the month of April in the amount of $879,889.91.  Second by Burnell.  Five ayes.

 

Burnell made a motion to suspend the rule.  Second by Kronenberger.  Five ayes.  RESOLUTION 2015-5-22 entering into a contract with Culy Utilities, Middletown, Ohio for boring at several locations for the Raw Water Supply Project.  The total cost not to exceed $50,000.  Motion by Parker.  Second by Schwartz.  Five ayes.

 

Parker made a motion to suspend the rule.  Second by Schwartz.  Five ayes.  RESOLUTION 2015-5-23 entering into a contract with Al Broerman Trucking for delivery of sand and gravel for the Raw Water Supply Project.  The total cost not to exceed $50,000.  Motion by Kronenberger.  Second by Burnell.  Five ayes.

 

Burnell made a motion to suspend the rule.  Second by Parker.  Five ayes.  RESOLUTION 2015-5-24 entering into a contract with HD Waterworks for steel casings and pipe fittings for the Raw Water Supply Project.  The total cost not to exceed $50,000.  Motion by Hoffman.  Second by Kronenberger.  Five ayes.

 

Tyler Leichliter presented his Eagle Scout Project to Council.  The project consists of putting 3 stone benches along the Miami & Erie Towpath.

 

Michael Swackhamer and Marlene Ahlers were present to inquire about the plan for the reconstruction of Circle Drive.  Council informed them they would have a better idea in July after the Raw Water Supply Project was completed.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Reminded residents about the Summer Concert Series about to begin on May 31.  June 7 will be the ground breaking for the Komminsk Legacy Park.
  • Announced June 6 as the date for the Miami & Erie Shared Use Trail Dedication.
  • Reported the Dog Park has been completed.
  • Informed the public the Village has been awarded Tree City USA for the 20th year.
  • Thanked Faith Alliance Church for volunteering workers at the parks and swimming pool.
  • Told Council May 18 will be the date to interview chosen applicants for the Village Administrator position.
  • Village Administrator York updated Council on various projects within the Village.

 

 

Parker made a motion to table the third reading RESOLUTION 2015-4-19 levying taxes for a period of five years beginning with the 2016 tax year at the rate of 2 mills on each dollar of the tax valuation of the taxable property within the Village in excess of the rate authorized by said 5705.02 O.R.C. for providing the Village of New Bremen with ambulance service and emergency medical services. Second by Schwartz.

 

Third reading RESOLUTION 2015-4-20 authorizing the Village Administrator to enter into a contract with Eagon & Associates, Inc. for consulting services for a Water-Level Survey within 1 mile of new wells PW-9 and PW-10.  The cost not to exceed $11,994 to be paid from the Income Tax Fund.  Motion by Parker.  Second by Kronenberger.  Five ayes.

 

Parker made a motion to suspend the rule.  Second by Burnell.  Five ayes.  ORDINANCE 2015-5-10 amending Ordinance 2015-1-1 by transferring $950,000 from the Income Tax Fund as follows: General Fund - $575,000; Street Construction Fund - $175,000; Parks and Recreation Fund - $125,000; Swimming Pool Fund - $75,000.  Motion by Schwartz.  Second by Hoffman.  Five ayes.            

 

First reading RESOLUTION 2015-5-25 authorizing a donation of $6000 to Swim and Dive Team to help pay expenses for coaches etc.  Motion by Burnell.  Second by Parker.  Five ayes.

 

Schwartz made a motion to adjourn at 7:46 p.m.  Second by Parker.  Five ayes.
