Roll call showed the following members present on this date. Burnell, Wills, Schwartz, Hoffman, Kuck and Stienecker. Also present were Mayor Pape, Solicitor Smith, Chief of Police Harrod, Village Administrator York and Fiscal Officer Gast. 
 
Visitor was Angie Klosterman representing The Evening Leader.
 
Minutes from the March 13 meeting were approved with a motion by Schwartz. Second by Wills. All ayes.
 
Wills made a motion to approve a total expenditure for the month of $684,385.60. Second by Stienecker. All ayes.
 
Mayor Pape made the following announcements in the Mayor’s Report:
- Announced Community Garage Sales are April 13 and 14.
- Announced the CIC Luncheon will be April 3 at 11:30 a.m. at the Sr. Citizen Center.
- Chief of Police Harrod informed residents of a statewide tornado warning siren test on March 28 at 9:50 a.m.
- Councilor Burnell updated Council on the Tree Commission project for the Growth Award and announced Arbor Day will be April 27 at 1:00 p.m.
- Village Administrator York updated Council on projects within the Village.
 
First reading RESOLUTION 2012-3-13 entering into a contract with the NBEMS for emergency medical technician-paramedic services. Because of the establishment of the CAT Tax and elimination of the personal property tax revenues the levy monies have decreased. Solicitor Smith explained that the squad would not receive as much money in 2012 as they did 2011. In order to meet the contract payments in 2011 the Village transferred $14,000 from the Income Tax Fund into the Levy Fund. In 2012 that amount will be paid back to the Income Tax Fund. The EMS Squad will receive $20,500 three times a year, a total of $61,500. 
 
Third reading RESOLUTION 2012-2-10 authorizing the purchase of a JD1445 commercial front mower from Koenig Equipment, Botkins, Ohio, in the amount of $19,094.09 including trade-in to be paid from the Income Tax Fund. Motion by Burnell. Second by Stienecker. All ayes.
 
Village Administrator York announced the bids for the Bremenfest Park Parking Lot Project (see attachment). RESOLUTION 2012-3-14 accepting all bids and awarding the bid to the lowest bidder PAB, Coldwater, Ohio with their bid of $158,920 including the base bid and alternates 1 and 2. Motion by Kuck. Second by Schwartz. All ayes.
 
Council adjourned at 7:10 p.m. with a motion by Schwartz and a second by Hoffman.
