Roll call showed the following members present for a Special Meeting on this date at 5:15 p.m.  Parker, Schwartz, Richter, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Village Administrator York and Fiscal Officer Gast.

 

Visitors were Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Mayor Pape asked for nominations for the vacant seat of Council.  In a letter, Dennis Burnell asked Council to reappoint him to the vacant Council seat.  Schwartz made a motion to reappoint Burnell.  Second by Kronenberger.  Five ayes.  ORDINANCE 2016-3-8 amending the payroll ordinance by appointing Dennis Burnell to fill the vacant Council seat effective March 2, 2016.  Motion by Parker.  Second by Kuck.  Five ayes.  Mayor Pape administered the Oath of Office to Burnell.

 

Kronenberger made a motion to untable the third reading of Ordinance 2016-2-6. Second by Parker.  All ayes.  ORDINANCE 2016-2-6 prohibiting large inflatable apparatuses, such as bounce houses, slides etc. in the grass area north of the Pavilion/patio at the Komminsk Legacy Park.  Council feels there is a liability concern due to the terrain of the park.  After some discussion, Kronenberger made a motion for third reading.  Second by Kuck.  All ayes.

 

Third reading Resolution 2016-2-12 authorizing the purchase through the State Purchasing Program of two dump trucks for the Public Works Department from Reineke Family Dealership in the amount not to exceed $160,000.  Motion by Parker.  Second by Kuck. All ayes.

 

Third reading RESOLUTION 2016-2-15 authorizing the purchase of a 2500 KVA Padmount transformer from Anixter, Inc. Mattoon, IL in the amount of $33,108.  Motion by Kronenberger.  Second by Kuck.  All ayes.

 

Council discussed Change Order #7 from H.A. Dorsten in the amount of $20,718.28.  The change is for labor, material and equipment to install 72 feet of stainless steel trench drain at the Komminsk Legacy Park at a cost of $14,960 and a tent and temporary heat at a cost of $5,758.28.  Council asked for more details concerning the change order.

 

Schwartz made a motion to adjourn at 5:45 p.m.  Second by Richter.  All ayes.
