Roll call showed the following members present on this date. Burnell, Schwartz, Wills, Kuck and Stienecker. Hoffman was excused with a motion by Wills, second by Kuck. Five ayes. Also present were Mayor Pape, Solicitor Smith, Chief of Police Harrod and Fiscal Officer Gast.
Visitors were Dave Goodwin, Renee Paul, Amy Speelman, Keith Wilson, Bob Parker, Linda Emmons, Angie Klosterman representing The Evening Leader and Margie Wuebker representing The Daily Standard.
Minutes from the February 28 meeting were approved with a motion by Schwartz. Second by Stienecker. Five ayes.
Mayor Pape made the following announcements in the Mayor’s Report:
- Reported fines, fees and forfeitures in the amount of $1526.00.
- Announced Community Garage Sales are April 13 and 14.
- Announced the goal of $250,000 has been met for the NB-NK Rotary Sunshine Playground for the handicapped.
- Informed Council that Auglaize County will be doing the improvements to the storm drainage ditch located near the Lion’s Club Park.
- Updated Council on projects within the Village.
Burnell made a motion to suspend the rule. Second by Wills. Five ayes. RESOLUTION 2012-3-12 authorizing a donation in the amount of $6000 to the Swim and Dive Team. Motion by Stienecker. Second by Kuck. Five ayes.
Stienecker made a motion to suspend the rule. Second by Kuck. Five ayes. Second and third readings ORDINANCE 2012-2-5 amending the payroll ordinance for David Goodwin to retire on March 30, 2012 from the position of Public Works Worker II and rehire on March 30, 2012 as Superintendent of the Wastewater Plant. The current superintendent, Jerry Fischbach, will retire on March 30, 2012. Motion by Wills, second by Schwartz. Five ayes.
The third reading RESOLUTION 2012-1-4 authorizing a contract with the New Bremen Emergency Squad for ambulance and emergency medical services in the amount of $15,000 for a period beginning February 1, 2012 through January 31, 2013 pursuant to Section 307.69.1 O.R.C. The accountability issues have been resolved and the $15,000 will be kept in a separate account. Council prefers, but does not mandate, the funds be used for education, training and equipment. Motion by Kuck. Second by Schwartz. Five ayes.
Council also discussed the EMS levy monies which have decreased because of the establishment of the CAT Tax and elimination of the personal property tax revenues. Solicitor Smith told EMSmembers that they would not receive as much money in 2012 as they did 2011. In order to meet the contract payments in 2011 the Village transferred $14,000 from the Income Tax Fund into the Levy Fund. In 2012 that amount will be paid back to the Income Tax Fund. Solicitor Smith anticipates the EMS Squad will receive approximately $20,500 three times a year, a total of $61,500. Council will take action at the next Council meeting.
Second reading RESOLUTION 2012-2-10 authorizing the purchase of a JD1445 commercial front mower from Koenig Equipment, Botkins, Ohio, in the amount of $19,094.09 including trade-in to be paid from the Income Tax Fund. Motion by Wills. Second by Stienecker. Five ayes.
