Roll call showed the following members present on this date at 6:30 p.m. Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

Visitors were Chris Cobel, Eagon & Associates, Greg Dennings, Margie Weubker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.

Minutes from the February 24 meeting were approved with a motion by Parker. Second by Kronenberger. All ayes.

Mayor Pape made the following announcements in the Mayor’s Report:

      ·  Reported fines, fees and forfeitures for the month of $818.00.

      ·  Updated Council on the project data base and fire trucks.

      ·  Announced Village of New Bremen Facebook page is up and running.

      ·  Burnell reported the Tree Commission will be replacing trees cut down for the Towpath Project.

      ·  Village Administrator York – no report. Chris Cobel, Eagon & Associates, presented a proposal for Hydrogeologic Consulting Services - 2014.

First reading Resolution 2014-3-12 entering into a contract with Eagon & Associates for services to assist in developing a new well field on the Crown-Hehr property located on Tri-Township Road. The cost not to exceed $37,700.00. Motion by Hoffman. Second by Schwartz. All ayes.

Kronenberger made a motion to untable the third reading RESOLUTION 2013-11-38 authorizing the Village Administrator to enter into an Energy Smart Contract through AMP at a cost of $1.40 per megawatt hour. The contract is for three (3) years at a cost of approximately $89,000 per year. After some discussion, Parker made a motion to have the third reading. Second by Burnell. Council defeated the resolution by 6 nays.

First reading RESOLUTION 2014-3-12 entering into a contract with Garmann/Miller Architects-Engineers for a facilities Study to explore the needs of the Public Works Department, Parks Department, Police Department and Village Administration to ascertain each department’s functional and square footage requirements for future operations. Motion by Schwartz. Second by Kronenberger. All ayes.

First reading RESOLUTION 2014-3-14 a resolution to proceed with the Director of Transportation for the Miami & Erie Shared Use Trail Project consisting of a new asphalt paved bike and pedestrian trail along the Miami & Erie Canal Towpath. Motion by Kuck. Second by Parker. All ayes.

Schwartz made a motion to adjourn at 7:23 p.m. Second by Hoffman. All ayes.
