Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Schwartz, Richter, Kuck and Kronenberger.  Burnell and Parker were excused with a motion by Kronenberger.  Second by Kuck.  Four ayes.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York, Assistant Village Administrator Dicke and Fiscal Officer Gast.

 

Visitors were Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the June 13 meeting were approved with a motion by Richter.  Second by Schwartz.  Four ayes.

 

Schwartz made a motion to approve a total expenditure for the month in the amount of $1,333,782.03.  Second by Kronenberger.  Four ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Announced everything was going well at the splash pad.
  • Village Administrator York updated Council on various projects within the Village.

 

Council briefly discussed a local property maintenance issue that was in violation of the New Bremen Code of Ordinances.  Solicitor Smith will review the issues and report to Mayor Pape.

 

First reading RESOLUTION 2016-6-39 authorizing the Village Administrator to sell two dump trucks and one Ford Crown Victoria police cruiser by sealed bid.  Motion by Kuck.  Second by Schwartz.  Four ayes.

 

Third reading ORDINANCE 2016-5-15 rescinding Ordinances 2016-4-11, 2016-4-12 and 2016-4-13 providing for the issuance not to exceed $2,250,000 Public Works, $1,500,000 Police/EMS buildings bond anticipation notes in anticipation of the issuance of bonds for the purpose of constructing a Public Works and Police/EMS buildings and related improvements and the consolidation of both notes.  Motion by Kronenberger.  Second by Schwartz.  Four ayes.

 

Third reading RESOLUTION 2016-5-34 amending Resolution 2014-7-30 by increasing Change Order #1 to Ohio Department of Transportation in the amount of $623.24 bringing the total change order to $12,314.36 to be paid from the Income Tax Fund.  Motion by Kuck.  Second by Richter.  Four ayes.

 

Second reading RESOLUTION 2016-6-37 authorizing the Village Administrator to seek bids for a new refuse contract coming due July 31, 2016.  Council would like to visit other options in addition to the bag system.  Motion by Richter. Second by Kronenberger.  Four ayes.

 

Second reading RESOLUTION 2016-6-38 authorizing Change Order #1 to PAB Construction in the amount of $18,319.00.  The change is for street lights, storm sewer repair and conduit for the Circle Drive Reconstruction Project.  Motion by Kronenberger.  Second by Kuck.  Three ayes. Schwartz abstained.

 

Schwartz made a motion to suspend the rule.  Second by Kronenberger.  Four ayes.  Second and third readings RESOLUTION 2016-6-36 authorizing the purchase of a John Deere gator at a cost of $15,000.  Motion by Richter.  Second by Schwartz.  Four ayes.

 

Kuck made a motion to suspend the rule.  Second by Richter.  Four ayes.  RESOLUTION 2016-5-30 and instead purchase a 2017 Dodge Ram pickup at a cost of $27,936.50.  Motion by Kronenberger.  Second by Kuck.  Four ayes.

 

Kronenberger made a motion to suspend the rule.  Second by Schwartz.  Four ayes.  RESOLUTION 2016-6-41 authorizing the Village Administrator to enter into a contract with Public Entities Pool of Ohio for property and liability insurance in the amount of $91,543.  Motion by Kronenberger.  Second by Schwartz.  All ayes.

 

Council discussed an ordinance that would outline the job descriptions for the Fire Chief and Assistant Fire Chief.  They will review the changes and decide at the next Council meeting.

 

Schwartz made a motion, seconded by Kuck to enter into Executive Session at 7:15 p.m. to discuss pending litigation.

 

Council came out of Executive Session at 7:40 p.m. and took no action.  Adjournment followed with a motion by Schwartz.  Second by Kronenberger.  Four ayes.
