Roll call showed the following members present on this date.  Wills, Schwartz, Hoffman, Kuck and Stienecker.  Burnell was excused with a motion by Hoffman.  Second by Wills.  Five ayes.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Harrod, Village Administrator York and Fiscal Officer Gast. 

Visitors were Margie Wuebker representing The Daily Standard and Angie Klosterman representing The Evening Leader.

Minutes from the June 12 meeting were approved with a motion by Wills.  Second by Schwartz.  Five ayes.

Wills made a motion to approve a total expenditure for the month of $1,038,107.13.  Second by Stienecker.  Five ayes.

Mayor Pape made the following announcements in the Mayor’s Report:

- Gave Council an update on the incomplete ordinances and resolutions.

- Village Administrator York updated Council on various projects within the Village.

Eric Lloyd, representing AMP, presented to Council the winners of two scholarships donated by American Municipal Power.  Jena Ahlers winner of the Lyle B. Wright Scholarship and Lindsey Pape winner of the Richard H. Gorsuch Scholarship.  Congratulations to both girls.

Kuck made a motion to suspend the rule for Ordinance 2012-6-10.  Second by Schwartz.  Five nays.  The Public Hearing is set for the July 10 Council Meeting.  Second reading ORDINANCE 2012-6-10 authorizing the rezoning of 201 N. Main St. from R-2 to C-1 as recommended by the Planning Commission.  Motion by Wills.  Second by Stienecker.  Five ayes.

Second reading ORDINANCE 2012-6-11 authorizing A-1 Agriculture Zone real estate to be excluded from the height of grass requirement in Section 93.5 of the Zoning Code.  Motion by Wills.  Second by Schwartz.  Five ayes.

Kuck made a motion to suspend the rule.  Second by Wills.  Five ayes.  RESOLUTION 2012-6-21 authorizing the Village Administrator to seek bids for the Herman Street Substation Equipment Upgrade.  The engineering estimate is $426,000.  Motion by Schwartz.  Second by Hoffman.  Five ayes.

Kuck made a motion to suspend the rule.  Second by Schwartz.  Five ayes.  RESOLUTION 2012-6-22 authorizing the Village Administrator to seek bids for the Franklin / Main Streets (alley) Sanitary Sewer Project.  Financial assistance of a 0% loan in the amount of $98,923 has been approved by the Ohio Public Works Commission.  Motion by Hoffman.  Second by Stienecker.  Five ayes.

Schwartz made a motion to suspend the rule.  Second by Stienecker.  Five ayes.  RESOLUTION 2012-6-23 authorizing the Village Administrator to purchase liability and property insurance from Public Entity Pool (PEP) at a cost of $95,333.  The governing factors to stay with PEP were additional costs for tail coverage with EMC; full replacement of emergency equipment verses stated values; reserve refund of $20,000 would be lost without 60-day written notice; earthquake difference 10% verses $25,000 and EMC has only two public accounts in Ohio.  Motion by Schwartz.  Second by Hoffman.  Five ayes.
