Roll call showed the following members present on this date at 6:30 p.m. Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.
Visitors were Angela Hamberg and Andrew Wilson representing The Evening Leader.
Minutes from the June 8 meeting were approve with a motion by Kuck. Second by Parker. All ayes.
Parker made a motion to approve a total expenditure for the month in the amount of $1,153,215.82. Second by Burnell. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Thanked the Sons of the Legion for their donation to the Summer Concert Series – Midnight Special Band.
- Announced three Councilors will be attending the German Township Trustee meeting on July 7 to discuss the EMS levy and fire engine issues.
Angela Hamberg, Economic Development Director, asked Council to consider a Community Reinvestment Area No. 2 for the purpose of encouraging new residential construction. First reading ORDINANCE 2015-6-11 authorizing an exemption of 100% for 8 years for new construction of a residential dwelling unit containing not more than two housing units of which the cost of construction is at least $150,000 and 1500 square feet. Council reserves the right to re-evaluate the designation of the CRA No. 2 after December 31, 2017, at which time Council may direct the Housing Officer not to accept any new applications for exemption. Motion by Parker. Second by Kronenberger. All ayes.
Village Administrator announced the tabulation of bids for the Restroom facility for the Komminsk Legacy Park. RESOLUTION 2015-6-29 accepting all bids and awarding the bid to the lowest bidder Muhlenkamp Building Corp., Coldwater, Ohio with a bid of $504,182. The engineering estimate is $535,000. The Village share of the bid is $300,000 to be paid from the Income Tax Fund and the balance of $204,182 to be paid from the Komminsk Legacy Park Fund. Motion by Schwartz. Second by Burnell. All ayes.
Councilor Kuck distributed the updated Facilities Proposal to Council members and explained the recommended changes. Council will review the new plans.
Council member discussed storm drainage issues in the Village. Because of the past several rains, some areas of the Village became flooded. Mote Engineering is also involved in the study.
Council approved the invoice from Public Entities Pool of Ohio in the amount of $87,481 for the annual property and liability insurance for the Village. This is the second year of the 3-year contract.
Schwartz made a motion to enter into Executive Session at 7:43 p.m. to discuss real estate. Second by Parker. All ayes.
Council came out of Executive Session at 8:06 p.m. and took no action. Adjournment followed with a motion by Schwartz. Second by Parker. All ayes.
