Roll call showed the following members present on this date at 7:30 p.m. Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Village Administrator York, Chief of Police Skinner and Fiscal Officer Gast.
Visitors were Shira Elder, Jeffrey Paul, Paulette Mills, Richard Heyman, Ben Krieg, Matt Krieg, Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.
Minutes from the May 27 meeting were approved with a motion by Hoffman. Second by Parker. All ayes.
Mayor Pape made the following announcements in the Mayor’s Report:
· AARF Dog Walk scheduled for June 11 at 7:00 p.m.
· Updated Council on property maintenance.
· Village Administrator York updated Council on various projects within the Village.
First reading ORDINANCE 2014-6-9 rezoning the vacant lots at the southwest corner of E. Monroe Street and Elk Drive from R-2 Residential to C-1 Commercial at the recommendation of the Planning Commission. The parcels are C1003301700 and C1003301600. Motion by Kuck. Second by Hoffman. All ayes.
Richard Heyman and Paulette Mills, Poggemeyer Design Group, presented a raw water analysis and general plan for test water wells #9, #10, #11 and #12 on the Hehr and Thieman farms. The cost of Phase I of the project is $1,379,812. Council will review the options and pursue the easements.
Hoffman made a motion to untable Ordinance 2014-4-6. Second by Kuck. All ayes. ORDINANCE 2014-4-6 amending the payroll ordinance by changing the language in the Employee Handbook Section 2.8 Hours of Work. The language is as follows: Employees subject to a time clock shall clock in at their scheduled start time and employees subject to a time clock shall clock out immediately after the end of their scheduled workday, unless otherwise instructed or authorized by their immediate supervisor. After some discussion, Council decided to table the third reading again pending further review. Motion by Kuck. Second by Schwartz. All ayes.
First reading ORDINANCE 2014-6-10 vacating the north portion of the street in Eastmoor Ct. with consent of the abutting property owners. Motion by Schwartz. Second by Kronenberger. All ayes.
First reading ORDINANCE 2014-6-11 authorizing four parallel and ten angle parking spaces on the west side of Washington Street between Monroe Street and First Street and No Parking on the east side of same street. Motion by Kuck. Second by Burnell. All ayes.
Burnell made a motion to suspend the rule. Second by Schwartz. All ayes. RESOLUTION 2014-6-24 authorizing the Village Administrator to seek bids for dredging the lagoons at the Wastewater Treatment Plant. Motion by Hoffman. Second by Parker. All ayes
Burnell made a motion to suspend the rule. Second by Schwartz. All ayes. RESOLUTION 2014-6-25 authorizing the Village Solicitor to start legal proceedings against Time Warner Cable to terminate their franchise and pole contact agreement for failure to pay in a timely manner if payment of $6050 is not received by June 13, 2014. If the contracts are terminated, Time Warner Cable will have 30 days to remove their lines from Village poles and a new agreement/contract will have to be negotiated. Motion by Parker. Second by Kuck. All ayes.
