Roll call showed the following members present on this date at 6:30 p.m. Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.
Visitors were Molly & Craig Watcke, Sharon Paul, Koby Paul, Angela Hamberg, Clair Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.
Minutes from the June 13 meeting were approved with the following changes: Page 1, paragraph 6, line 6 change RESOLUTION to ORDINANCE; Page 2, paragraph 1, line 5 change 10 year to 12 year. Motion by Parker. Second by Schwartz. All ayes.
Parker made a motion to approve a total expenditure for the month of $1,052,363.17. Second by Hoffman. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Announced Craig Hoffman will not be seeking a seat on Council next election.
- Reported the Firemen’s Picnic was a success.
- Updated Council on the annexation of four properties on SR 66.
- Gave an account of the accident near the Lockkeepers House involving a Village employee.
Molly and Craig Watcke were present with questions about the CRA No. 2 legislation. They feared the ordinance would harm current homeowners’ ability to sell their properties. Council members said public opinion tended to favor the CRA No.2 plan and noted only two or three people had voiced negative concerns. Mayor Pape stated the legislation is a positive thing for New Bremen, supported by the School Board.
Parker made a motion to amend the third reading of Ordinance 2015-6-11 Community Reinvestment Area (CRA) No. 2 including in the legislation language the following: the exemption granted herein shall not apply to levies passed after the effective date of this ordinance, and such improvements on the land shall be subject to the tax generated by such tax levy beginning with the effective date of the levy. Second by Kuck. All ayes. Third reading ORDINANCE 2015-6-11 (as amended) authorizing an exemption of 100% for 8 years for new construction of a residential dwelling unit containing not more than two housing units of which the cost of construction is at least $150,000 and 1500 square feet. Council reserves the right to re-evaluate the designation of the CRA No. 2 after December 31, 2017, at which time Council will direct the Housing Officer not to accept any new applications for exemption. Motion by Burnell. Second by Kuck. All ayes.
Second reading ORDINANCE 2015-7-12 an Ordinance to Proceed with the Circle Drive Reconstruction Project. Village Administrator York updated Council on the Public Hearing held on Tuesday, July 14, 2015, concerning Circle Drive construction plans, engineering issues and estimated property assessments. The project is set to begin next spring. Motion by Kronenberger. Second by Hoffman. Five ayes. Schwartz abstained.
Second reading ORDINANCE 2015-7-13 naming a street/roadway in honor of former long-time employee Lawrence Wissman. The name of the street/roadway will be decided at a later date. Motion by Kronenberger. Second by Parker. All ayes.
First reading RESOLUTION 2015-7-32 entering into a twenty-five (25) year agreement with Dianne Komminsk and/or her designee the New Bremen Foundation, in regards to the construction of the Komminsk Legacy Park, any additions and/or changes to the final plans and establishing a procedure for the payment of costs involved. Motion by Schwartz. Second by Burnell. All ayes.
First reading RESOLUTION 2015-7-15 entering into a contract with Garmann Miller for architectural engineering for the proposed public works, parks and police buildings. The interest rates for a five or seven year loan ranged from 2.25% to 2.96%. Motion by Kronenberger. Second by Parker. Five ayes. Hoffman abstained.
Schwartz made a motion to adjourn at 7:56. Second by Parker. All ayes.
