Roll call showed the following members present on this date at 7:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Village Administrator York, Chief of Police Skinner and Fiscal Officer Gast.
 
Visitors were Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.
 
Minutes from the July 8 meeting were approved with the following addition:  page 2, paragraph 2, line 5 add renewal.  Motion by Hoffman.  Second by Kuck.  All ayes.
 
Parker made a motion to approve a total expenditure for the month of July in the amount of $917,307.09.  Second by Burnell.  All ayes.
 
Mayor Pape made the following announcements in his Mayor’s Report:
·         Announced the Firemen’s Picnic will be held on July 26.
·         Hoffman updated Council on the progress of the Tree Commission.
·         Village Administrator York updated Council on various projects within the Village.
 
Third reading Resolution 2014-6-27 entering into a contract with Freytag and Associates for a design service for the Lions Park Improvements in conjunction with the Capital Bill Community Project Grant of $250,000.  Total cost for the design service shall not exceed $76,500.  Motion by Kuck.  Second by Burnell.  All ayes.
 
Second reading ORDINANCE 2014-7-12 declaring the amount of taxes that may be raised by levy at the maximum rate authorized by law without a vote of the electors to be insufficient and declaring the necessity of a levy in excess of such rate for ambulance service and emergency medical service for the Village of New Bremen. This is a renewal levy for a period of 5 years beginning tax year 2015 and 1.25 mills.  Motion by Schwartz.  Second by Kronenberger.  Five ayes.  Parker abstained.
 
Second reading ORDINANCE 2014-7-13 amending the payroll ordinance by authorizing the following changes effective the first full payroll after this legislation is passed:
1.) TABLE 2 ECONOMIC DEVELOPMENT DIRECTOR - Abolish Pay Range 21 and substitute Pay Range 52 and appoint Angela Hamberg at Step F ($19.47).  Pay Range 52 will be permanent and will not increase with COLA.
2.) TABLE 3 POLICE DEPARTMENT – Delete Patrolman I Pay Range 33 and delete Patrolman III Part Time Pay Range 34.  Change Pay Range 32 to Patrolman I and Pay Range 31 to Patrolman II.  Increase Patrolman I Part Time to $13.19 + COLA and increase Patrolman II Part Time Pay Range 35 to $15.80 + COLA.  The Pay Step G for Part Time Patrolman I and II will be permanent and will not increase with COLA.
3.) TABLE 4 SUPERINTENDENT OF PARKS - Abolish Pay Range 55 and substitute Pay Range 47 and appoint Mike Hibner at Step F ($23.54).
Motion by Parker.  Second by Schwartz.  All ayes.
 
Burnell made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  RESOLUTION 2014-7-14 authorizing transfers in the amount of $400,000 from the Income Tax Fund as follows:  General Fund – $225,000; Street Construction - $100,000; Parks and Recreation - $50,000; Swimming Pool - $25,000.  Motion by Schwartz.  Second by Hoffman.  All ayes.
 
First reading ORDINANCE 2014-7-15 authorizing rezoning of the lot at 15 S. Main Street from R-2 Residential to C-1 Commercial at the recommendation of the Planning Commission.  Motion by Hoffman.  Second by Kuck.  All ayes.
 
Kuck made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  RESOLUTION 2014-7-31 entering into a contract with Poggemeyer Design Group for design services for well improvements with the stipulation to delete Section 16.11 B concerning the liability limitations.  The cost of the services not to exceed $58,400.  Motion by Hoffman.  Second by Parker.  All ayes.
 
Schwartz made a motion to adjourn at 9:20 p.m.  Second by Kronenberger.  All ayes.
