Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York, Assistant Village Administrator Dicke and Fiscal Officer Gast.

 

Visitors were Cathi Hall, Michele Bambauer, Logan O’Neill, Mike Hibner, Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the June 27 meeting were approved with a motion by Richter.  Second by Schwartz.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Expressed sympathy for the fallen Dallas Police Officers.
  • Updated Council about Kuenning-Dicke Park natural area upgrade with a grant of $94,472 received from the Ohio Recreational Trails Program.
  • Read a proclamation supporting the Tri-Star tax levy to be on the ballot in August.  All ayes.
  • Authorized shirts for Council with the New Bremen logo. All ayes.
  • Reported June fines, fees and forfeitures - $1147.00.
  • Village Administrator York updated Council on various projects within the Village.

 

Schwartz gave Council a summary of revenues for the first six months of 2016 for review.

 

First reading RESOLUTION 2016-7-42 approving the Community Art Project submitted by Enrichment, etc. for Phase II of the Komminsk Legacy Park.  The purpose of the project is to provide an interactive project that will expose community members to an artistic process from inception to completion.  Motion by Kuck.  Second by Kronenberger.  All ayes.

 

Third reading RESOLUTION 2016-6-37 authorizing the Village Administrator to seek bids for a new refuse contract coming due July 31, 2016.  Parker would like to investigate other options in addition to the bag system as an alternate bid.  Motion by Parker. Second by Burnell.  All ayes.

 

Third reading RESOLUTION 2016-6-38 authorizing Change Order #1 to PAB Construction in the amount of $18,319.00.  The change is for street lights, storm sewer repair and conduit for the Circle Drive Reconstruction Project.  Motion by Kuck.  Second by Parker.  Five ayes. Schwartz abstained.

 

First reading RESOLUTION 2016-7-43 authorizing Change Order #2 to PAB Construction in the amount of $20,766.75.  The change is for concrete walks and driveways and additional pavement removal for the Circle Drive Reconstruction Project.  Motion by Burnell.  Second by Richter.  Five ayes.  Schwartz abstained.

 

 

 

Second reading RESOLUTION 2016-6-39 authorizing the Village Administrator to sell two 2008 Ford F450 dump trucks and one 2011 Ford Crown Victoria police cruiser by sealed bid.  Motion by Kuck.  Second by Schwartz.  All ayes.

 

Richter made a motion to suspend the rule.  Second by Schwartz.  All ayes.  ORDINANCE 2016-7-16 amending Ordinance 2016-1-1 by transferring $75,000 from the Income Tax Fund to the Parks and Recreation Fund.  Motion by Schwartz.  Second by Richter.  All ayes.

 

First reading RESOLUTION 2016-7-44 entering into a contract with Access Engineering Solutions for services for Round 31 OPWC Funding Application for Front Street Reconstruction Phase II.  Motion by Parker.  Second by Kuck.  All ayes.

 

First reading ORDINANCE 2016-7-17 authorizing rezoning of lots 19 and 21 N. Main Street and 12 and 18 N. Franklin Street from R-2 Residential to C-1 Commercial.  Motion by Kronenberger.  Second by Kuck.  All ayes.

 

Parker made a motion to approve five weeks of vacation for Assistant Village Administrator Christine Dicke.  Second by Kuck.  All ayes.

 

Schwartz made a motion, seconded by Kuck to enter into Executive Session at 7:43 p.m. to discuss personnel.

 

Council came out of Executive Session at 8:25 p.m. and took no action.  Adjournment followed with a motion by Schwartz.  Second by Kronenberger.  All ayes.
