Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, First Sergeant Pyles, Village Administrator York and Fiscal Officer Gast.

 

Andrew Wilson representing The Evening Leader was the only visitor.

 

Minutes from the January 11 meeting were approved with a motion by Parker.  Second by Kuck.  All ayes.

 

Schwartz made a motion to approve a total expenditure for the month of January in the amount of $1,088,881.94.  Second by Parker.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Announced the Council Committee Chairmen for 2016.
  • Announced the State of the Villages Breakfast will be on Jan. 28 at 7:30 a.m. at New Knoxville.
  • Village Administrator York updated Council on various projects within the Village.

 

Third reading RESOLUTION 2015-12-69 authorizing the Per Capita Assessment for 2016 in the amount of $2233.50 payable to Auglaize Co. Office of Homeland Security and Emergency Management.  Motion by Kronenberger.  Second by Schwartz.  All ayes.

 

Third reading Resolution 2015-12-68 authorizing the Village Administrator to seek bids for the construction of a Public Works building.  The architects estimate for the Public Works building is $2,636,100.  Motion by Burnell.  Second by Kuck.  All ayes.

 

Second reading Resolution 2016-1-1 authorizing the Village Administrator to seek bids for the construction of a Parks & Recreation building.  The architects estimate for the Parks building is $372,300.  Motion by Kronenberger.  Second by Kuck.  All ayes.

 

The second reading RESOLUTION 2015-12-70 authorizing free participation to OhioCheckbook.com was remained tabled for further review.  This is a government transparency website launched by the Ohio Treasurer’s office.  The website will display state and local government checkbook-level spending so that citizens can see how their tax money is being spent.  Councilor Kuck stated that he read that Wapakoneta and Waynesfield have joined the program.

 

Second reading RESOLUTION 2016-1-2 authorizing a contract with New Bremen Emergency Squad for ambulance and emergency medical services in the amount of $15,000 for a period beginning February 1, 2016 through January 31, 2017 pursuant to Section 307.67.1 O.R.C.  The $15,000 is to be used for training and equipment.  The Safety Committee will perform the mandatory audit.  Motion by Burnell.  Second by Kronenberger.  Five ayes.  Parker abstained. 

 

Second reading ORDINANCE 2016-1-2 amending the payroll ordinance by increasing the rate of pay per hour for all full time employees and part time police by $.50.  Motion by Parker.  Second by Kuck.  All ayes.

 

First reading RESOLUTION 2016-1-5 approving Change Order #6 to H.A. Dorsten in the amount of $2523 for the Komminsk Legacy Park.  The contract change is for installing a concrete footer for grading revision at Hackberry tree.  Motion by Kronenberger.  Second by Schwartz.  All ayes.

 

First reading RESOLUTION 2016-1-6 approving Change Order #1 to Warren Pump & Supply in the amount of $540 for additional equipment for the Raw Water Supply Project.  Motion by Kronenberger.  Second by Richter.  All ayes.

 

First reading RESOLUTION 2016-1-7 approving Change Order #1 to Jackson Well Services in the amount of $5120.50 for additional equipment for the Raw Water Supply Project.  Motion by Burnell.  Second by Parker.  All ayes.

 

First reading ORDINANCE 2016-1-3 authorizing an increase of daily rental for the Pavilion.  The increase will be from $100 per day to $200 per day.  Council justified the increase because of the new restroom facility and Komminsk Legacy Park.  Council also discussed the idea of requesting a certificate of insurance from the renter for all shelter house rentals but decided to review further.  Motion by Kronenberger.  Second by Burnell.  All ayes.

 

Mayor Pape announced that the City of St. Marys received financial assistance in the amount of $70,000 under the Ohio Development Services Agency Local Government Innovation Fund Program (Resolution 2014-12-68).  New Bremen’s share of the match is $4000.

 

Parker made a motion to approve paying mileage expenses while using personal car for the Economic Director.  Second by Schwartz.  All ayes.

 

Parker made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  ORDINANCE 2016-1-4 appointing the Fiscal Officer as Sunshine Law training designee for Council members and Mayor.  Motion by Burnell.  Second by Kuck.  All ayes.

 

First reading RESOLUTION 2016-1-8 entering into an Annexation Agreement with German Township (former Tomhafe property) and paying the Township approximately $471.  Motion by Kuck.  Second by Parker.  All ayes.

 

Kronenberger made a motion to enter into Executive Session at 7:50 p.m. to discuss personnel.  Second by Richter.  All ayes.

 

Council came out of Executive Session at 8:50 p.m. and took no action.

 

Kuck made a motion to adjourn at 8:50 p.m.  Second by Kronenberger.  All ayes.
