Roll call showed the following members present on this date at 6:30 p.m. Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, First Sergeant Pyles, Village Administrator York and Fiscal Officer Gast.
Burnell made a motion to re-elect Kuck as President of Council. Second by Kronenberger. All ayes.
Visitors were Logan O’Neill, Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.
Minutes from the December 14 meeting were approved with a motion by Parker. Second by Richter. All ayes.
Schwartz made a motion to approve a total expenditure for the month of December in the amount of $1,481,675.94. Second by Kronenberger. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Announced the Council Committee Chairmen for 2016.
- Told Council Sergeant Pyles will be filling in for Chief Skinner while he attends the FBI Academy.
- Gave an employee update.
- Announced the State of the Villages Breakfast will be on Jan. 28 at 7:30 a.m. at New Knoxville.
- Reported fines, fees & forfeitures for Nov. in the amount of $246.00.
- Village Administrator York updated Council on various projects within the Village.
Kuck made a motion to suspend the rule. Second by Parker. All ayes. ORDINANCE 2016-1-1 adopting the Appropriations for 2016. Motion by Kronenberger. Second by Richter. All ayes.
Third reading RESOLUTION 2015-11-64 entering into a contract with Stephen L. Smith for the rendition of legal services beginning January 1, 2016 and ending December 31, 2016. Motion by Kronenberger. Second by Burnell. All ayes.
Third reading RESOLUTION 2015-11-65 entering into a contract with Robert W. Kehoe for the rendition of services as Mayor’s Court Magistrate beginning January 1, 2016 and ending December 31, 2016. Motion by Kronenberger. Second by Schwartz. All ayes.
Second reading RESOLUTION 2015-12-69 authorizing the Per Capita Assessment for 2016 in the amount of $2233.50 payable to Auglaize Co. Office of Homeland Security and Emergency Management. Motion by Parker. Second by Richter. All ayes.
Second reading Resolution 2015-12-68 authorizing the Village Administrator to seek bids for the construction of a Public Works building. The architects estimate for the Public Works building is $2,457,956. There will be a meeting on Jan. 14 to discuss any additions or changes. Motion by Burnell. Second by Kuck. All ayes.
First reading Resolution 2016-1-1 authorizing the Village Administrator to seek bids for the construction of a Parks & Recreation building. The architects estimate for the Parks building is $372,300. Motion by Parker. Second by Kronenberger. All ayes.
The second reading RESOLUTION 2015-12-70 authorizing free participation to OhioCheckbook.com was tabled for further review. Motion by Kuck. Second by Burnell. All ayes. This is a government transparency website launched by the Ohio Treasurer’s office. The website will display state and local government checkbook-level spending so that citizens can see how their tax money is being spent. Council was concerned that other villages in our area are not in the program.
First reading RESOLUTION 2016-1-2 authorizing a contract with New Bremen Emergency Squad for ambulance and emergency medical services in the amount of $15,000 for a period beginning February 1, 2016 through January 31, 2017 pursuant to Section 307.67.1 O.R.C. The $15,000 is to be used for training and equipment. The Safety Committee will perform the mandatory audit. Motion by Kuck. Second by Kronenberger. Five ayes. Parker abstained.
First reading ORDINANCE 2016-1-2 amending the payroll ordinance by increasing the rate of pay per hour for all full time employees and part time police by $.50. Motion by Parker. Second by Kronenberger. All ayes.
Kuck made a motion to suspend the rule. Second by Kronenberger. All ayes. RESOLUTION 2016-1-3 authorizing Schmiesing Tree Service, New Bremen, Ohio, to remove dead trees along the Miami & Erie Trail in the amount not to exceed $48,000. Motion by Parker. Second by Kronenberger. All ayes.
Village Administrator York presented the bids for Circle Drive Reconstruction Project. RESOLUTION 2016-1-4 accepting all bids and awarding the bid to the lowest bidder PAB Construction Co., Coldwater, Ohio with a bid of $521,687.50. The engineering estimate is $666,500. The completion date is July 4, 2016. Motion by Kronenberger. Second by Richter. Five ayes.
Schwartz made a motion to adjourn at 7:35 p.m. Second by Burnell. All ayes.
