Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

 

Visitors were Brent Richter, Scott Cisco and Andrew Wilson representing The Evening Leader.

 

Minutes from the Nov. 23 meeting were approved with the following changes:  Page 8, paragraph 5, line 3 add up to $8000.   Motion by Hoffman.  Second by Kuck.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Announced income tax receipts are $3,738,704.21.
  • Thanked the NB-NK Rotary for the Christmas Tree Lighting on Nov. 30 at 6:30 p.m.
  • Received a letter from Auglaize County concerning septic tanks within the Village.
  • Announced the Jan. 11 Council Meeting will be held at the Lockkeepers House.
  • Thanked Councilor Hoffman for 12 years of service as a Councilor.
  • Wished everyone a Merry Christmas and Happy New Year.
  • Reported fines, fees & forfeitures for Nov. in the amount of $113.00.
  • Village Administrator York updated Council on various projects within the Village.

 

Kuck made a motion to untable the third reading ORDINANCE 2015-10-24 accepting the Auglaize County Solid Waste Management District 5 year Plan.  Second by Burnell.  All ayes.  Scott Cisco was present and explained the process requires the Village to review the Plan, act on the Plan during the ratification period (90 days) and submit a certified copy of the ordinance to the District.  Motion by Parker.  Second by Kuck.  All ayes.

 

First reading Resolution 2015-12-68 authorizing the Village Administrator to seek bids for the construction of a Public Works and Parks Building.  The architects estimate for the Public Works building is $2,457,956 and the Parks building is $372,300.  Motion by Kronenberger.  Second by Parker.  Five ayes.  Hoffman abstained.

 

Third reading RESOLUTION 2015-11-57 authorizing Change Order #1 in the amount of $11,922.27 to Pohlkat Inc. for dredging the lagoons at the Wastewater Treatment Plant bringing the total cost of the project to $261,922.27.  Motion by Schwartz.  Second by Hoffman.  All ayes.

 

Kuck made a motion to suspend the rule.  Second by Burnell.  All ayes.  ORDINANCE 2015-12-26 authorizing a 5% increase per employee deduction for health insurance.  There is a 16.30% increase to the Village for the employee health plan effective 12-1-15.  Motion by Kronenberger.  Second by Parker.  All ayes.

 

 

 

Third reading RESOLUTION 2015-11-61 authorizing Change Order #5 in the amount of $66,952 for musical instruments for the Komminsk Legacy Park.  Motion by Hoffman.  Second by Kronenberger.  All ayes.

 

Third reading RESOLUTION 2015-11-62 authorizing the purchase of a 2016 Dodge Charger for the Police Dept. through the State Purchasing Program.  The total cost is $30,801.  Motion by Burnell.  Second by Kuck.  All ayes.

 

Second reading RESOLUTION 2015-11-64 entering into a contract with Stephen L. Smith for the rendition of legal services beginning January 1, 2016 and ending December 31, 2016.  Motion by Parker.  Second by Hoffman.  All ayes.

 

Second reading RESOLUTION 2015-11-65 entering into a contract with Robert W. Kehoe for the rendition of services as Mayor’s Court Magistrate beginning January 1, 2016 and ending December 31, 2016.  Motion by Schwartz.  Second by Burnell.  All ayes.

 

First reading RESOLUTION 2015-12-69 authorizing the Per Capita Assessment for 2016 in the amount of $2233.50 payable to Auglaize Co. Office of Homeland Security and Emergency Management.  Motion by Kuck.  Second by Burnell.  All ayes.

 

First reading RESOLUTION 2015-12-70 authorizing free participation to OhioCheckbook.com.  This is a government transparency website launched by the Ohio Treasurer’s office.  The website will display state and local government checkbook-level spending so that citizens can see how their tax money is being spent.  Motion by Parker.  Second by Kronenberger.  Five ayes.  Hoffman nay.

 

Hoffman made a motion to adjourn at 7:45 p.m.  Second by Kronenberger.  All ayes.
