Roll call showed the following members present for the meeting on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator Dicke and Fiscal Officer Gast.

 

Visitors were Jeff Elking representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the July 25 meeting were approved with a motion by Kuck.  Second by Schwartz.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Reported fines, fees and forfeitures for July in the amount of $3480.00.
  • Learned Tyler Liechliter has been working on installing several concrete pads on Village paths as he continues to work toward his Eagle Scout award.
  • Village Administrator Dicke updated Council on various projects within the Village.

 

Kronenberger made a motion to accept the resignation of Wayne York as Village Administrator effective August 5, 2016.  Second by Parker.  All ayes.  Kuck made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  ORDINANCE 2016-8-18 amending the payroll ordinance by appointing Christine Dicke as Village Administrator to fill the position at the rate of $43.75 per hour.  Motion by Schwartz.  Second by Parker.  All ayes.

 

Burnell made a motion to table the third reading RESOLUTION 2016-7-44 entering into a contract with Access Engineering Solutions for services for Round 31 OPWC Funding Application for Front Street Reconstruction Phase II.  Brice Schmitmeyer is checking to see if the project has already been submitted.  Second by Parker to table.

 

Third reading RESOLUTION 2016-7-43 authorizing Change Order #2 to PAB Construction in the amount of $20,766.75.  The change is for concrete walks and driveways and additional pavement removal for the Circle Drive Reconstruction Project.  Motion by Kronenberger.  Second by Richter.  Five ayes.  Schwartz abstained.

 

Third reading ORDINANCE 2016-7-17 authorizing rezoning of lots 19 and 21 N. Main Street and 12 and 18 N. Franklin Street from R-2 Residential to C-1 Commercial.  Motion by Parker.  Second by Richter.  All ayes.

 

First reading ORDINANCE 2016-8-20 levying assessments for the Circle Drive Reconstruction Project in the amount of $xxx.  Motion by Kuck.  Second by Burnell.  Five ayes.  Schwartz abstained.

 

Burnell made a motion to suspend the rule.  Second by Kuck.   Five ayes.  Parker abstained.  RESOLUTION 2016-8-47 authorizing the Village of New Bremen to file, in collaboration with the Village of Minster as the lead participant, an application to the State of Ohio, to participate in the Local Government Innovation Fund Program.  The local share funding is estimated to be under $1000.  The grant is for a study that will look into merging its emergency medical services with Minster and

               

Ft. Loramie.  Motion by Schwartz.  Second by Richter.  Five ayes. Parker abstained.

 

Kuck made a motion to suspend the rule.  Second by Richter.  All ayes.  ORDINANCE 2016-8-19 authorizing the Mayor to designate the authorized representative and an authorized alternate representative to serve as the Village of New Bremen’s representative on various committees of the Board of Trustees of American Municipal Power, Inc.  Motion by Richter.  Second by Parker.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Richter.  All ayes.  RESOLUTION 2016-8-46 entering into a contract with Thomas L. Guillozet for the rendition of services as Mayor’s Court Magistrate beginning August 1, 2016, and ending the 12/31/16; authorizing and directing the Village Administrator to execute the contract for and on behalf of the Village of New Bremen.  Motion by Richter.  Second by Schwartz.  All ayes.

 

Kuck made a motion to accept all refuse bids and award the bid to Maharg Trash Service, Celina, Ohio.  The contract will begin September 1, 2016 and end August 31, 2019.  Second by Burnell.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  RESOLUTION 2016-8-50 authorizing a $.05 increase in the cost of refuse bags effective immediately.  Motion by Parker.  Second by Kronenberger.  All ayes.

 

Parker made a motion to suspend the rule.  Second by Richter.  All ayes.  ORDINANCE 2016-8-21 amending the Appropriation Ordinance by transferring $30,000 from the Income Tax Fund to the Swimming Pool Fund.  Motion by Richter.  Second by Schwartz.  Five ayes.  Burnell abstained.

 

First reading RESOLUTION 2016-8-51 entering into a contract with Reliable Business Solutions to install a network environment upgrade compliant with HIPAA.  The cost of the initial project is $40,000.  Motion by Kuck.  Second by Parker.  All ayes.

 

First reading 2016-8-48 accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor.  Motion by Schwartz.  Second by Richter.  All ayes.

 

Schwartz made a motion to adjourn at 7:39.  Second by Parker.  All ayes.
