Roll call showed the following members present for the special meeting on this date at 8:15 a.m. Burnell, Parker, Schwartz, Kuck and Kronenberger. Kuck made a motion to excuse Richter. Second by Parker. Five ayes. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator Dicke and Fiscal Officer Gast.
Visitors were Angela Hamberg and Jeff Elking representing The Daily Standard.
Third reading 2016-8-48 accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor. Motion by Kronenberger. Second by Burnell. Five ayes.
Third reading ORDINANCE 2016-8-20 levying assessments for the Circle Drive Reconstruction Project in the amount of $65,257.75. Motion by Kronenberger. Second by Parker
Five ayes. Schwartz abstained.
Kuck made a motion to suspend the rule. Second by Burnell. Five ayes. Second and third readings RESOLUTION 2016-8-52 authorizing the Village Administrator to prepare and submit an application to participate in the Ohio Public Works Commission State Capital Improvement and/or Local Transportation Improvement Program(s). Motion by Kronenberger. Second by Parker. Five ayes.
Kuck made a motion to suspend the rule. Second by Parker. Five ayes. RESOLUTION 2016-8-55 imposing a moratorium for a period of one hundred and eighty days on the granting of any permit allowing retail dispensaries, cultivators, or processors of medical marijuana within the Village of New Bremen. Motion by Kronenberger. Second by Burnell. Five ayes.
Parker gave a presentation on the 2016 budget. He gave an update on the projects that were finished and the projects for the future and equipment that has been purchased. Council will decide what projects and equipment will be in this year’s budget.
Council requested the Village Administrator explore hiring a central engineering firm for the Village. The proposal would allow the firm to oversee all projects to ensure they follow current and future community planning.
Schwartz made a motion to adjourn at 9:35. Second by Burnell. Five ayes.
