Roll call showed the following members present on this date at 6:30 p.m. Burnell, Wills, Schwartz, Hoffman, Kuck and Stienecker. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.
Visitors were Dan Voress, Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.
Minutes from the August 13 meeting were approved with a motion by Wills. Second by Schwartz. All ayes.
Will made a motion to approve a total expenditure for the month of $997,789.64. Second by Burnell. All ayes.
Mayor Pape made the following announcements in the Mayor’s Report:
- Announced Trick or Treat will be held on Oct. 31 from 6:00 to 7:30 and Cider Time will be held on Oct. 27 starting at 1:00.
- Village Administrator York updated Council on various projects within the Village.
RESOLUTION 2013-8-28 Council for approval to put a handicapped Bocce Ball Courtat Bremenfest Park. A charitable organization will spearhead the project and seek funding. Motion by Schwartz. Second by Wills. All ayes.
Burnell made a motion to suspend the rule. Second by Stienecker. All ayes. RESOLUTION 2013-8-29 authorizing the Village Administrator to seek bids for used equipment no longer needed by the Village. Motion by Wills. Second by Schwartz. All ayes.
Wills made a motion to untable the third reading ORDINANCE 2013-7-18 approving the request from Crown Equipment Corporation to vacate the alley between Main and Water Streets south of Monroe Street. Second by Kuck. All ayes. Solicitor Smith informed Council that the Village has the legal description and everything needed for the third reading. Motion by Wills. Second by Schwartz. All ayes.
Third reading ORDINANCE 2013-7-20 amending the zoning map for rezoning lots on S. Main and S. Water (extension) Streets from R-2 Residential to C-1 Commercial proposed by Crown Equipment Corporation. Motion by Schwartz. Second by Burnell. All ayes.
Third reading RESOLUTION 2013-7-24 entering into an Agreement for Professional Services with Choice One Engineering for general engineering services. Motion by Schwartz. Second by Kuck. All ayes.
Kuck made a motion to suspend the rule and have second and third readings. Second by Burnell. All ayes. ORDINANCE 2013-8-21 authorizing a $25,000 spending limit without prior approval for the Village Administrator. Motion by Hoffman. Second by Stienecker. All ayes.

RESOLUTION 2013-8-27 accepting the 2014 distribution plan of Local Government and Revenue Assistance funds and the amounts and rates authorizing the necessary tax levies as determined by the Auglaize County Budget Commission. Motion by Schwartz. Second by Burnell. All ayes.
First reading RESOLUTION 2013-8-30 declaring the official intent and reasonable expectation of the Village on behalf of the State of Ohio to reimburse its Income Tax Fund for the Walnut Street Resurfacing Project with the proceeds of tax exempt debt of the State of Ohio. Motion by Kuck. Second by Stienecker. All ayes.
First reading RESOLUTION 2013-8-31 authorizing the Village Administrator to file three projects with the Ohio Public Works Commission (OPWC) seeking grant eligibility. Due by Oct 1, 2013. Motion by Kuck. Second by Stienecker. All ayes.
Wills made a motion to enter into Executive Session at 7:40 p.m. to discuss real estate. Second by Hoffman. All ayes.
Council came out of Executive Session at 8:45 p.m. and took the following action.
First reading ORDINANCE 2013-8-22 entering into an agreement with Crown Equipment Corp. to lease part of Village property south of the Opera House for a joint-use parking lot to be more clearly defined in the lease agreement. Motion by Schwartz. Second by Kuck. All ayes.
