Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Village Administrator York, Chief of Police Skinner and Fiscal Officer Gast.
 
Visitors were Mike Hibner, Jennifer Snider, Stephanie Burkard, Teresa Bronkema, Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.
 
Minutes from the August 12 meeting were approved with a motion by Parker.  Second by Kronenberger.  All ayes.
 
Hoffman made a motion to approve a total expenditure for the month of $845,461.28.  Second by Schwartz.  All ayes.
 
Mayor Pape made the following announcements in his Mayor’s Report:
·         Announced the Monroe Street property cleanup will begin on tomorrow.
·         Reviewing a traffic plan for the Village composed of University of Dayton engineering students.
·         Thanked property owners Eric & Gail Nelson for access to the Wierth Ditch.
·         Village Administrator York updated Council on various projects within the Village.
 
Jennifer Snider was present to seek approval for a New Bremen Crop Walk/Run the second week in October.  The route will be established at a later date.  Council approved.
 
Council tabled the request from the Pumpkinfest Committee to use Lock One Parking Lot since no one was present to answer questions.
 
Third reading ORDINANCE 2014-7-15 authorizing rezoning of the lot at 15 S. Main Street from R-2 Residential to C-1 Commercial at the recommendation of the Planning Commission.  The zoning change request was made by Crown Equipment Corporation.  Motion by Kuck.  Second by Burnell.  All ayes.
 
Burnell made a motion to suspend the rule.  Second by Parker.  All ayes.  Second and third readings ORDINANCE 2014-8-17 authorizing updates, definitions and revisions to the Tree Ordinance as recommended by the Tree Commission.  Motion by Kronenberger. Second by Schwartz.  All ayes.
 
Kuck made a motion to suspend the rule. Second by Burnell.  All ayes.  Second and third readings RESOLUTION 2014-8-37 authorizing improvements to the driveway south of Fastenal in the Bunker Hill Industrial Park in conjunction with the construction of the VisionMark facility.  The cost of the improvements not to exceed $50,000.  Motion by Hoffman.  Second by Kronenberger.  All ayes.
 
Schwartz made a motion to suspend the rule.  Second by Parker.  All ayes. Resolution 2014-8-33 accepting the 2015 distribution plan of Local Government and Revenue Assistance funds and the amount and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor.  Due August 31.  Motion by Kronenberger.  Second by Hoffman.  All ayes.
 
 
Second reading RESOLUTION 2014-8-38 declaring the official intent and reasonable expectation of the Village of New Bremen on behalf of the State of Ohio to reimburse its Income Tax Fund for the Cherry St. Water Main Project Phase I Project No. CM14R with the proceeds of tax exempt debt of the State of Ohio.  Motion by Hoffman.  Second by Kuck.  All ayes.
 
Second reading RESOLUTION 2014-8-39 declaring the official intent and reasonable expectation of the Village of New Bremen on behalf of the State of Ohio to reimburse its Income Tax Fund for the Reconstruction First & Washington Streets Project No. CM03R with the proceeds of tax exempt debt of the State of Ohio.  Motion by Burnell.  Second by Kronenberger.  All ayes.
 
First reading RESOLUTION 2014-8-43 authorization for financial assistance from First National Bank for the Well Field Project.  The loan amount is up to $750,000 for seven years at a fixed rate of 2.84%.  Motion by Burnell.  Second by Kronenberger.  All ayes.
 
First reading RESOLUTION 2014-8-44 authorizing the Village Administrator to seek bids for 12 inch water main pipe and fittings for approximately 2.8 miles in conjunction with the well field project.  Motion by Kuck.  Second by Parker.  All ayes.
 
First reading RESOLUTION 2014-8-45 authorizing drainage improvements to the water tower located on Monroe Street.  The work would be done by Auglaize County for an amount not to exceed $50,000.  Motion by Schwartz.  Second by Burnell.
 
Stephanie Burkard asked Council for permission to use a portion of Lock One Parking Lot on Sept 10th for Pumpkinfest pre-sale mums delivery and pickup.  Council approved.  
Schwartz made a motion to enter into Executive Session at 7:30 p.m. to discuss personnel.  Second by Burnell.  All ayes.

Council came out of Executive Session at 8:40 p.m.  Adjournment followed with a motion by Schwartz.  Second by Parker.  All ayes.
