Roll call showed the following members present for the meeting on this date at 6:30 p.m. Burnell, Parker, Schwartz, Richter, Kuck and Kronenberger. Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator Dicke and Fiscal Officer Gast.
Visitors were Matt Hoying, Jeff Elking representing The Daily Standard and Andrew Wilson representing The Evening Leader.
Minutes from the August 8 meeting were approved with a motion by Parker. Second by Kuck. All ayes.
Schwartz made a motion to approve a total expenditure for the month of $1,344,910.18. Second by Kronenberger. All ayes.
Mayor Pape made the following announcements in his Mayor’s Report:
- Announced the new restrooms at the Pavilion were closed during the festival at the request of the Bremenfest committee.
- Thanked the NBPD for clearing the festival during the weather warning.
- Village Administrator Dicke updated Council on various projects within the Village.
Matt Hoying, Reliable Business Solutions was present to update Council on the proposed secure network upgrade at the Municipal Center. Parker made a motion to suspend the rule. Second by Richter. All ayes. Second and third readings RESOLUTION 2016-8-51 entering into a contract with Reliable Business Solutions to install a network environment upgrade compliant with HIPAA. The cost of the initial project is $40,000. Motion by Burnell. Second by Schwartz. All ayes.
RESOLUTION 2016-7-44 entering into a contract with Access Engineering Solutions for services for Round 31 OPWC Funding Application for Front Street Reconstruction Phase II remained tabled. Brice Schmitmeyer is checking to see if the project has already been submitted.
Second reading ORDINANCE 2016-8-20 levying assessments for the Circle Drive Reconstruction Project in the amount of $65,257.75. Motion by Kronenberger. Second by Parker
Five ayes. Schwartz abstained.
Schwartz made a motion to suspend the rule. Second by Kuck. All ayes. ORDINANCE 2016-8-22 amending the appropriation ordinance by transferring $8000 from the Income Tax Fund to the Lockkeepers House Fund for daily operations. Motion by Kronenberger. Second by Parker. All ayes.
First reading RESOLUTION 2016-8-52 authorizing the Village Administrator to prepare and submit an application to participate in the Ohio Public Works Commission State Capital Improvement and/or Local Transportation Improvement Program(s). Motion by Kuck. Second by Richter. All ayes.
Village Administrator Dicke presented the bids for Komminsk Drive in the Bunker Hill Industrial. RESOLUTION 2016-8-53 accepting all bids and awarding the bid to the lowest bidder Milligan Construction Co., Sidney, Ohio, with their bid of $258,656. The engineering estimate was $418,000. Motion by Richter. Second by Kronenberger. All ayes.
Village Administrator Dicke presented the bids for the sale of surplus or impounded vehicles. RESOLUTION 2016-8-54 accepting all bids and awarding the bids to the highest bidders as follows: 2011 Ford Crown Victoria police interceptor to Bay Ridge Motors, New York with a bid of $1301; 2008 Ford F450 dump truck with stainless steel bed (vin 3328 #6) to H.A. Dorsten, Minster, Ohio with a bid of $28,638; 2008 Ford F450 dump truck with stainless steel bed (vin 7944 #7) to St. Marys Township, St. Marys, Ohio with a bid of $24,989. Motion by Kronenberger. Second by Parker. All ayes.
Councilors briefly discussed the Garmann Miller invoice and the OMEA invoice. No action was taken.
Second reading 2016-8-48 accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor. Motion by Schwartz. Second by Parker. All ayes.
