Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

 

Visitors were Christine Dicke, David and Margie Bensman, Clair Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the July 27 meeting were approved with the following changes:  Page 1, paragraph 7, line 11 change Council may re-evaluate to will re-evaluate. Page 1, paragraph 8, line 5 add Based on the recommendation of the property owners.  Motion by Parker.  Second by Schwartz.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Requested that Mr. and Mrs. David Bensman and all residents within the Walnut Street Subdivision receive all notices of Public Hearings or meetings concerning the subdivision including the four properties on S. Washington St. in the process of being annexed.
  • Reported fines, fees and forfeitures for the month of July in the amount of $2227.00.
  • Thanked the Sons of the Legion for their donation to the wood carving.
  • Announced a pre-construction meeting on Aug. 11 at 1:15 at the Lockkeepers House for the restrooms at the Komminsk Legacy Park.
  • Thanked the Elks for a donation of $750 for a fence stretcher to be use at the ball diamonds.
  • Village Administrator York updated Council on projects within the Village.

 

Third reading ORDINANCE 2015-7-12 an Ordinance to Proceed with the Circle Drive Reconstruction Project.  Village Administrator York updated Council on the Public Hearing held on Tuesday, July 14, 2015, concerning Circle Drive construction plans, engineering issues and estimated property assessments.  Based on the recommendation of the property owners, the project is set to begin next spring.    Motion by Kuck.  Second by Hoffman.  Five ayes.  Schwartz abstained.

 

Third reading ORDINANCE 2015-7-13 naming a street/roadway in honor of former long-time employee Lawrence Wissman.  The name of the street/roadway will be called Wissman Way and is located at the Yard Waste Facility.  Motion by Burnell.  Second by Kronenberger.  All ayes.

 

Kuck made a motion to suspend the rule.  Second by Parker.  All ayes.  Second and third readings RESOLUTION 2015-7-32 entering into a twenty-five (25) year agreement with Dianne Komminsk and/or her designee the New Bremen Foundation, in regards to the construction of the Komminsk Legacy Park, any additions and/or changes to the final plans and establishing a procedure for the payment of costs involved.  Motion by Schwartz.  Second by Hoffman.  All ayes.

 

Hoffman made a motion to split the Garmann Miller proposals into three resolutions.  Second by Kronenberger.  All ayes.  Second reading RESOLUTION 2015-7-33 entering into a contract with Garmann Miller for architectural engineering for the proposed Police/EMS building.  The cost of the project is $1,535,840 and Garmann Miller fees will be 7.5% of the construction costs.  Motion by Parker.  Second by Burnell.  Five ayes.  Hoffman abstained.

 

Second reading RESOLUTION 2015-7-34 entering into a contract with Garmann Miller for architectural engineering for the proposed Parks Department building.  The cost of the project is $334,100 and Garmann Miller fees will be 7.5% of the construction costs.  Motion by Parker.  Second by Burnell.  Five ayes.  Hoffman abstained.

 

Second reading RESOLUTION 2015-7-35 entering into a contract with Garmann Miller for architectural engineering for the proposed Public Works building.  The cost of the project is $1,648,100 and Garmann Miller fees will be 7.5% of the construction costs.  Motion by Parker.  Second by Burnell.  Five ayes.  Hoffman abstained.

 

Kuck made a motion to enter into Executive Session at 7:30 p.m. to discuss personnel.  Second by Hoffman.  All ayes. 

 

Council came out of Executive Session at 8:00 p.m. and took no action.  Adjournment followed with a motion by Schwartz.  Second by Parker.  All ayes.
