Council entered into Executive Session at 4:37 p.m. to interview candidates for the Police Chief position.  Council came out of Executive Session at 6:05 p.m.  No action was taken.
 
Roll call showed the following members present on this date at 6:30 p.m.  Burnell, Wills, Schwartz, Hoffman and Stienecker.  Kuck was excused with a motion by Stienecker.  Second by Schwartz.  All ayes.  Also present were Mayor Pape, Solicitor Smith, Village Administrator York, Chief of Police Harrod and Fiscal Officer Gast. 
 
Visitors were Mary Ann Olding, Margie Wuebker representing The Daily Standard and Meredith Enkoff representing The Evening Leader.
 
Minutes from the March 26 meeting were approved with a motion by Hoffman.  Second by Burnell.  All ayes.
 
Mayor Pape made the following announcements in the Mayor’s Report:
- Updated Council on the interview process for the Chief of Police.
- Announced Community Garage Sales will be April 19 and 20 and Spring Clean Up will be on May 4 from 8:00 a.m. – 11:00 a.m.
- Reported the Park Advisory Board meeting went very well.
- Told Council the Auglaize Co. Crisis Center is planning a “Day of Kindness” on April 25 and asking the Mayor and Council for services.
- Received a Thank You from the Boy Scouts for sponsoring their Eagle Scout Program.
- Announced Customer Appreciation Day on April 18-19.
- Reported fines, fees and forfeitures for the month in the amount of $164.00.
 
Council listened to a presentation by Mary Ann Olding on the possible establishment of a Certified Local Government Program. Participating communities could qualify for grants through the Ohio Historic Preservation Office. One component of the program is the creation of historic districts that could help with preservation efforts.  Olding said New Bremen would be an example of a canal town with heavy German influence.
 
The third reading ORDINANCE 2013-2-5 creating a new R-C Transitional Zone for certain neighborhood business uses on a case-by-case basis in residential areas that have frontage along state routes remained tabled.  The proposed zone would only be for properties that have a Washington Street address.  The Planning Commission has recommended in favor of this proposed zoning at the Feb 4, 2013 public hearing.  The ordinance will remain tabled until the language can be amended to authorize the Planning Commission to decide if initially the property qualifies instead of the Board of Zoning.
 
First reading RESOLUTION 2013-4-13 entering into a contract with the New Bremen Emergency Squad, Inc. for the rendition of emergency medical technician-paramedic services.  The contract is for one year and the amount is $75,000 payable in three installments of $25,000 on June 15, September 1 and December 1.  Motion by Burnell.  Second by Wills.  All ayes.
 
First reading RESOLUTION 2013-4-14 authorizing Village consent for ODOT to perform patching and deck edge repair on various bridges within the district including New Bremen.  Motion by Schwartz.  Second by Hoffman.  All ayes.
 
Council approved financial funds for hosting GOBA 2013 in the amount of $3000.
 
Schwartz made a motion to enter into Executive Session at 7:26 p.m. to discuss personnel and real estate.  Second by Hoffman.  All ayes.
 
Council came out of Executive Session at 8:52 p.m.  No action was taken.  Adjournment followed with a motion by Schwartz.  Second by Hoffman.  All ayes.
