Roll call showed the following members present for a Special meeting on this date at 4:30 p.m.  Burnell, Parker, Richter, Kuck and Kronenberger. Schwartz was excused with a motion by Kuck.  Second by Kronenberger.  All ayes.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner, Village Administrator York and Fiscal Officer Gast.

 

Visitors were Claire Giesige representing The Daily Standard and Andrew Wilson representing The Evening Leader.

 

Minutes from the April 25 meeting were approved with a motion by Kronenberger.  Second by Burnell.  All ayes.

 

Tom Wilson, Bond Counsel for Dinsmore, a Division of Peck, Shaffer & Williams was present via phone to explain the Ohio Market Access Program (OMAP) and to answer questions about financing the Public Works Building and the Police/EMS Building.  Council decided to contract with the Ohio Treasurer’s office OMAP program and authorized the following ordinances.

 

Kuck made a motion to suspend the rule.  Second by Kronenberger.  All ayes.  ORDINANCE 2016-4-11 providing for the issuance of not to exceed $2,250,000 Public Works building bond anticipation notes in anticipation of the issuance of bonds for the purpose of constructing a Public Works building and related improvements.  Motion by Kronenberger.  Second by Burnell.  All ayes.

 

Parker made a motion to suspend the rule.  Second by Richter.  All ayes.  ORDINANCE 2016-4-12 providing for the issuance of not to exceed $1,500,000 Police and EMS building bond anticipation notes in anticipation of the issuance of bonds for the purpose of constructing a Public Works building and related improvements.  Motion by Burnell.  Second by Kuck.  All ayes.

 

Burnell made a motion to suspend the rule.  Second by Richter.  All ayes.  ORDINANCE 2016-4-13 consolidating two bond anticipation notes issues previously adopted in the amount not to exceed $3,750,000 for the Public Works and Police and EMS buildings.  Motion by Parker.  Second by Kronenberger.  All ayes.

 

Council gave approval for Garmann Miller to proceed with the plans for the Police/EMS building.

 

Third reading RESOLUTION 2016-4-22 authorizing a donation of $7000 to the New Bremen Swim and Dive Team.  Motion by Kuck.  Second by Kronenberger.  All ayes.

 

Third reading RESOLUTION 2014-4-23 to proceed toward the construction of Komminsk Drive in the Bunker Hill Industrial Park by authorizing the purchase of water and sewer pipe.  Motion by Ricther.  Second by Parker.  All ayes.

 

Third reading ORDINANCE 2016-4-10 levying assessments for improvements of First and Washington Streets in the amount of $20,502.50 at a rate of 8% for 10 years.  Motion by Kronenberger.  Second by Richter.  All ayes.

 

Second reading RESOLUTION 2016-4-24 authorizing $25,000 to Choice One Engineering for additional engineering services.  Motion by Kronenberger.  Second by Kuck.  All ayes.

 

Second reading RESOLUTION 2016-4-25 authorizing Change Order #3 for Muhlenkamp Building Corp. in the amount of $5,269 for added toilet accessories, changing restroom exhaust from exposed dampers to above ceiling with round duct and round motorized dampers and door hardware from Satin to Dark Bronze.  Motion by Parker.  Second by Richter.  All ayes.

 

Administrator York updated Council on the Raw Water Supply and the swimming pool liner.  He also announced the Splash Pad will be turned on tomorrow.

 

Kronenberger made a motion to adjourn at 5:45 p.m.  Second by Parker.  All ayes.
