Roll call showed the following members present on this date at 7:00 p.m.  Burnell, Parker, Schwartz, Hoffman, Kuck and Kronenberger.  Also present were Mayor Pape, Solicitor Smith, Chief of Police Skinner and Fiscal Officer Gast.

 

Visitors were Cathi Hall and Andrew Wilson representing The Evening Leader.

 

Minutes from the April 13 meeting were approved with a motion by Parker.    Second by Hoffman.  All ayes.

 

Mayor Pape made the following announcements in his Mayor’s Report:

  • Reminded residents of the SR 274 detour beginning 4/20/15 through 5/8/15.
  • Village Administrator York updated Council on various projects within the Village.

 

Kuck made a motion to suspend the rule.  Second by Schwartz.  Five ayes. Hoffman nay.  ORDINANCE 2015-4-9 establishing Komminsk Legacy Park as the official name of the Village property located between the Lockkeepers House and the Crown Pavilion.  Motion by Schwartz.  Second by Parker.  Five ayes.  Hoffman nay.

 

Parker made a motion to untable the second reading RESOLUTION 2015-3-17 entering into a 5 year lease with New Bremen Schools and to move the school’s fueling next to the Village’s fueling station on Herman Street.  Burnell made a motion to have second reading of the resolution.  Second by Kuck.  All nays.  Council defeated the second reading to allow New Bremen Schools to use the Village fueling station for diesel fuel for their buses.  This will be the short term solution since Cardinal Express will be supplying diesel fuel in the near future at which time the school will use their fuel.

 

Third reading RESOLUTION 2015-3-18 authorizing the Village Administrator to seek sealed bids for the following unused surplus equipment: 2002 Ford F-150 pickup; 2001 Dodge Ram pickup; 1997 Ford F-250; 2002 American Road leaf machine.  Motion by Hoffman.  Second by Parker.  All ayes.

 

Second reading RESOLUTION 2015-4-19 levying taxes for a period of five years beginning with the 2016 tax year at the rate of 2 mills on each dollar of the tax valuation of the taxable property within the Village in excess of the rate authorized by said 5705.02 O.R.C. for providing the Village of New Bremen with ambulance service and emergency medical services.  Motion by Kronenberger.  Second by Burnell.  5 ayes.  Parker abstained.

 

Second reading RESOLUTION 2015-4-20 authorizing the Village Administrator to enter into a contract with Eagon & Associates, Inc. for consulting services for a Water-Level Survey within 1 mile of new wells PW-9 and PW-10.  The cost not to exceed $11,994 to be paid from the Income Tax Fund.  Motion by Hoffman.  Second by Kuck.  All ayes.

 

Village Administrator York presented the bids for the Washington & First Streets Project.  RESOLUTION 2015-4-21 accepting all bids and awarding the bid to the lowest bidder PAB Construction, Coldwater, Ohio with their bid not to exceed $491,914.90.  This bid includes Alternates #1 and #3.  Motion by Burnell.  Second by Schwartz.  Five ayes.  Kuck nay.

 

Administrator York referred the discussion on the Cherry Street Sanitary Sewer Project to the Utility Committee for further review.

 

Council denied a proposal by Cody Paul who is working on his Eagle Scout badge to put a military recognition board at the corner of Washington and Monroe Streets.  Mayor Pape was uncertain who would maintain the board and officials were concerned it would block motorists view.

 

Schwartz made a motion to adjourn at 8:00 p.m.  Second by Parker.  All ayes.
